Officer, 740-788-5043 This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in the Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation will not be issued. It is the offeror's
responsibility to monitor this site for the release of amendments (if
any). Solicitation Number F33660-98-Q7518 is issued as a Request for
Quotation (RFQ). The Standard Industrial Code is 3823 and the business
size standard is 500. This solicitation is being issued as
unrestricted. All applicable provisions and clauses are those in effect
through the Federal Acquisition Circular (FAC) 97-04. The Air Force
Metrology and Calibration (AFMETCAL) program requires a set of Standard
Airlines for use in the Air Force Primary Standards Laboratory (AFPSL)
in the RF/MW Lab. The airlines will be used as impedance standards,
and for calibrating various precision measuring equipment. The Standard
Airlines shall be air-dielectric transmission lines with a
characteristic impedance of 50 ohms, and an electrical length of 30 cm.
The Standard Airlines are to utilize beadless connectors integral to
the airlines in order to produce extremely low reflection transmission
lines. Specifications shall apply within the frequency range of DC to
18 GHz. This procurement is for a set of three beadless coaxial 7 mm
Standard Airlines and for a set of three beadless coaxial Standard
Airlines with Type N connectors integral to the airlines. Each of these
two sets of three Standard Airlines shall be housed in a protective
foam-lined wooden storage case along with all required adapters and
accessories. Additionally, each Standard Airline set will be identified
by its appropriate part number and will further be uniquely identified
by an appropriate serial number solely traceable to the Standard
Airline so numbered. The 7 mm connectors shall be beadless, precision
type APC7 connectors. The Type N connectors shall be beadless,
precision type (one male, one female). Frequency Range shall be DC to
18 GHz. VSWR shall be <1.010. The average diameter of the inner
conductor, IC avg., shall be 0.30396 + or -- 0.0003 cm. The maximum
deviation of the inner conductor from IC avg. shall be less than + or
-- 0.0002 cm. The average diameter of the outer conductor, OC avg.,
shall be 0.70000 + or -- 0.0005 cm. The maximum deviation of the outer
conductor from OC avg. shall be less than + or -- 0.0002 cm. The
average diameter of the inner conductor IC avg. must be matched to the
average diameter of the outer conductor OC avg. so as to produce an
average characteristic impedance of 50 + or -- 0.04 Ohms. This
specification shall be considered to be achieved if the ratio OC
avg./IC avg. = 2.30293 + or -- 0.00167. The length of the airlines
outer conductors shall be 30.000 + or -- 0.0013 cm and shall be
determined as the distance through the centerline of the outer
conductor found by selecting end datums which average the linear and
circular form. The difference in length of the inner conductor relative
to the outer conductor shall be +0.0000 -- 0.0005 cm. This is
determined by establishing a point on the end of the outer conductor
which averages at the center of the linear and circular form variation,
and then identifying the closest point of a linear form trace of the
end of the center conductor (excluding it's circular form variation).
Compensate the measurement for compression caused by the connection.
Composition shall be BeCu, Rockwell Hardness C36 or greater. Plating
shall be the depth of any plated materials on any RF surface shall not
exceed 0.00013 cm. The manufacturer shall supply dimensional
measurements for each airline to show compliance with dimensional
specifications. All offeror's shall supply an uncertainty analysis with
their quotation to verify certification of the Standard Airlines to
meet the requirements shown above. The uncertainty analysis shall be in
accordance with NIST Tech Note 1297. The total combined uncertainty of
the Standard Airlines shall include all components of error from all
sources. AFMETCAL Det 1 will reject all quotations that do not include
a complete uncertainty analysis. The Standard Airlines shall be
designed and constructed of materials that meet the performance
requirements shown above in accordance with the best commercial
practices for industry approved equipment. It shall be the offeror's
responsibility to assure AFMETCAL Det 1 such design objectives as
reliability, accuracy of operation, maintainability and ease of
operation have been given due consideration in the manufacture of the
Standard Airlines. All parts and connectors shall have proper clearance
and adjustments. They shall work together so that the Standard Airlines
will provide the specified requirements without unnecessary strains.
The Standard Airlines shall be able to withstand the conditions met in
shipping, storage, installation, and service and still perform tothe
specifications shown above. All material and parts of the Standard
Airlines shall be capable of operating in an ambient temperature of 18
to 27 Celsius without loss of required performance and shall maintain
specified performance in an atmosphere from 20% to 50% relative
humidity. Standard Airlines shall have the manufacturer's standard
warranty. These items are for delivery to AFMETCAL Det 1, FOB
Destination, within one hundred eighty (180) calendar days after
receipt of order. The following clauses apply to this acquisition and
are incorporated by reference: FAR 52.212-1, Instructions to
Offerors-Commercial Items; FAR 52.212-2, Evaluation-Commercial Items:
The specific evaluation factors are (1) technical capability of the
items offered to meet the Government requirement, (2) price and (3)
past performance -- each offeror shall provide the name and points of
contacts of the last three sales to whom they have provided the same or
similar item; FAR 52.212-4, Contract Terms and Conditions-Commercial
items; and FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes of Executive Order-Commercial Items. Offeror's shall
provide a copy of their commercial warranty. Offeror's shall provide,
with their quote, any descriptive literature, brochures, or adequate
information to determine whether the offered items will meet the terms
and conditions cited above. The offer must: (1) be for the items
described above; (2) be FOB Destination to this agency; (3) include a
delivery schedule and discount/payment terms; include name of and be
signed by an authorized company representative along with telephone
number and facsimile number; (5) include their taxpayer identification
number (TIN), CAGE Code Number and DUNS number. This acquisition will
be processed in accordance with the Simplified Acquisition Procedures,
FAR Part 13. This will be a DO-A70 rated order. Offers are due by 20
