plans to issue a Request for Quotation (RFQ) for two (2) each of Charge
Distribution Analysis (CDA) instruments, Model CDA-01, P/N 314-0001.
This procurement is being conducted under the Simplified Acquisition
Procedure (SAP). NASA/ARC intends to purchase CDA-01 instruments from
Phytron Instruments, Inc. 650 Saratoga Avenue, San Jose, CA 95129 on a
sole source basis in accordance with 10 U.S.C. 2304(c)(1). The CDA-01
instrument characterizes the bulk polarization and surface charging of
insulators and catalysts. The instrument is also capable of performing
non-contact polarization measurements in a dc electric field gradient
near the limit of 0 Hz and of separating and distinguishing data
relative to the bulk polarization, surface charge and mass loss. The
CDA-01 instrument offers a controlled temperature environment from 25
-- 700 degrees C and a gas atmosphere of 1 bar with the capability of
mixing four gases through a mass flow controller. Partial pressures
simulating low pressure planetary environments require the ability to
control gas flow to within 0.1 mL/min. The CDA force sensor can measure
forces with a resolution of one nanonewton (10xE-9 N) and a time
response of 1 second. Samples will vary in size (5-7 mm dia x 2-3 mm
thick) and weight (1-2 g). The CDA-01 instrument is compatible with an
existing Apple Power Macintosh G3 computer running LabView virtual
instrumentation software. Phytron Instruments is the supplier and
intellectual property holder for CDA (U.S. Patent #4.884.031). The
Government intends to acquire a commercial item using FAR Part 12.
Interested firms have 15 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to thesynopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
