This acquisition will be under the authority of FAR 6.302-1. Argriculture Research Service has found no other source that can offer the combination of viscometric and light scattering detection, coupled with software capable of integrating the results into a useful form. A justification for "Other than Full and Open Competition" has been prepared in support of this acquisition. This notice is not a request for competitive quotes.
