This is a combined synopsis/solicitation IAW FAR 12.6 for the purchase
of MetaFreight software in support of Conus Freight Management Program
Office, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposal
is being requested and a written solicitation will not be issued. This
solicitation number DAMT01-98-R-0001 is being used as a Request for
Proposal (RFP). The solicitation document and incorporated provisions
and clauses are in effect through Federal Acquisition Circular (FAC)
97-5. The Government intends to award on a sole source basis to Metasys
Charlotte, NC 28217. The SIC code is 7371 and the size standard is 18M.
CLIN 1. MetaFreight Software, Qty 1. CLIN 2. Customized Installation
Qty 1, NSP. C.2.1. Specific Customizations to the existing Metasys
Software suite. C.2.1.1. Software Module: The contractor shall provide
MetaFreight, installed and customized as described here in. C.2.1.2.
Shipping Request: The CFM Project Management Office (PMO) Application
Software Developer (ASD) contractor (Unisys), shall provide a shipment
request screen equivalent to the "1085-screen" as shown in the CFM
Field Module and Host User's manual. The shipment request screen (SRPM)
will be a web-based solution developed in Java. The functionality
within this module will include; order entry, carrier ranking and
selection, the ability to print manifests, and the ability to re-cost
shipments, while using MetaFreight's internal infrastructure as a
backbone. Metasys shall provide the ASD with details and guidance in
utilizing MetaFreight's infrastructure, data flows, and business logic
tables for the SRPM. C.2.1.3. Override Capability: The Transportation
Officer (TO) must possess the ability in the SRPM, into bill of
loading (BL) tables. The contractor shall assist the ASD to provide
this ability to the T.O. C.2.1.4. Hazardous Materials: The contractor
shall customize MetaFreight to enable the storing of a bill of lading
(BL), capable of accommodating all HAZMAT requirements established by
OSHA and CFR 41. This information will be stored as a bill of lading
(BL) instruction at either the header or line level. Working with the
ASD, the contractor shall customize MetaFreight to provide the
necessary HAZMAT data streams, ensuring the completeness of the data
sent to the existing interfaces. C.2.2. General Guidelines. C.2.2.1 The
contractor shall customize MetaFreight to provide all payment
adjustment information needed by external financial systems. The CFM
PMO will define interfaces to those financial systems. Working with the
ASD, the contractor shall customize MetaFreight to provide the
necessary data streams to ensure completeness of the data sent to the
existing interfaces. C.2.2.2. The CFM PMO will define interfaces to
payment partners. The contractor shall provide Post Shipment edited BL
data and shall forward BL data to the payment request interface, as
directed by the CFM PMO. C.2.2.3. The contractor shall customize
MetaFreight to provide the ability to describe container contents
nesting to four (4) layers deep and subsequently will provide a model
bill of lading (BL) to reflect Multiple equipment. This ability will be
mapped to the ASD's SPRM interface to allow for accurate transference
of conveyance, container, line item, and detail level information.
C.2.2.4. Initially, the CFM PMO will provide a list of accessories
codes (approximately 30 services) that the ASD shall implement. The ASD
will subsequently develop a means of storing the accessories parameters
for costing, and pass the information onto MetaFreight for Shipment
History. The contractor shall work the CFM PMO'S ASD to store those
accessories parameters. C.2.2.5. The contractor shall customize
MetaFreight to provide history data for shipment tracking, payment, and
closeout information. A closeout screen shall be developed by the ASD
to allow the T.O. to closeout shipments, while the contractor will
customize MetaFreight to provide a means of storing the closeout
information in the shipment history table. C.3. Place of Performance
All work shall be completed by the contractor at either the government
or contractor sites. Travel: Contractor technical representative may
be required to participate in technical meetings and conferences away
from their normal work site. C.7. Government Furnished Equipment
(GFE)/Government Furnished Information (GFI): The Government will
provide all necessary access and facilities at the CFM PMO site to
support contractor planning, sustainment and deployment requirements.
C.8. Inspection and Acceptance Criteria: Successful live test
demonstration at a minimum of two (2) test site locations. Delivery is
to be made FOB Destination to U.S. Army MTMC Arlington, VA 22203-1689
within 30 days. Acceptance shall be made destination. FAR 52.212-1,
"Instructions to Offerors-Commercial Items" is incorporated by
reference and applies to this acquisition. FAR 52.212-2
"Evaluation-Commercial items" is incorporated by reference and applies
to this acquisition. The Government will award a contract resulting
from this RFP to the responsible offeror whose proposal conforming to
the solicitation will be most advantageous to the Government, price and
other factors considered. The following factors will be used to
evaluate proposal (1) technical capability of the item, (2) price and
(3) warranty. Technical is approximately equal to price in terms of
evaluation. Offerors shall include a completed copy of the provision at
FAR 52.212-3, "Offeror Representations and Certifications-Commercial
Items" with its proposal. In addition, offerors shall include a
completed copy of the provision at DFARS 252.212-7000, "Offeror
Representations and Certifications-Commercial Items" with its proposal.
FAR 52.212-4, "Contract Terms and Conditions-Commercial Items" is
incorporated by reference and applies to this acquisition and resulting
contract. The following terms and conditions are added as an addendum
to this clause. The resulting contract will be a firm-fixed price
contract. FAR 52.212-5, "Contract Terms and Conditions Required To
Implement Statues or Executive Orders-Commercial Items" applies to this
acquisition along with the following additional FAR clauses, cited in
clause 52.212-5: 52.222-26, "Equal Opportunity"; 52.222-35,
"Affirmative Action for Special Disabled and Vietnam Era Veterans";
52.222-36, "Affirmative Action for Handicapped Workers", 52.235-3, "Buy
American Act-Supplies (41 U.S.A. 10)"; 52.225-21, "Buy American
Act-North American Free Trade Agreement Implementation Act-Balance of
Payments Program". DFARS 252.212-7001, "Contract Terms and Conditions
Required To implement Statues or Executive Orders Applicable to Defense
Acquisitions of Commercial Items" applies to this acquisition along
with the following additional DFARS clauses, cited in clause
25.212-7001: 252.225-7001, "Buy American Act and Balance of Payment
Program" and 252.225-7007, "Trade Agreement". See numbered Note 22. All
