This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; PROPOSALS ARE BEING REQUESTED AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is
DABT23-98-B-0048 and this solicitation is issued as an invitation to
bid (IFB). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-03.
This is an unrestricted acquisition with evaluation preference for
small disadvantaged business. The Standard Industrial Classification
code (SIC) is 2821 and the business size is 750 employees. The Fort
Knox, Kentucky Directorate of Contracting wishes to procure a
Requirements Type Contract for the following one (1) line item: CLIN
0001 -- ESTIMATED annual quantity of 25 kits, Polyurethane, Elastomer
Casting, two component liquid, CONAP Model Number TU981or equal.
Contract period shall be from 1 October 1998 through 30 September 1999.
The contractor shall furnish items under this contract as manufactured
by CONAP, Inc., 1405 Buffalo St., Olean, NY 14760 or equal.
Polyurethane shall possess the following minimum salient
characteristics: Viscosity of Part A Resin -- 3000 +/- 1000 cps (ASTM
D2393); Viscosity of Part B Hardner -- 200 +/- 75 cps (ASTM D2393);
Viscosity Mixed -- 2000 +/- 200 cps (ASTM D2393); Mixed Ratio (W/W/
A/B) -- 100 Part A to 60 Part B; Pot Life (25 Deg. C) -- 10 to 17
minutes; Gel Time (25 Deg. C) -- 15 to 25 minutes; Cure Time (Room
Temp) 7 days max.; Specific Gravity -- 1.053 to 1.111, Mixed material
cured 7 days at 25 Deg. C (ASTM D792); Tensile Strength (PSI) -- 2000
to 4800, 7 day cure at 25 Deg. C (ASTM D412); % Elongation at Break --
175 min., 7 day cure at 25 Deg. C (ASTM D412); Tear Strength (PLI) --
450 min., 7 day cure at 25 Deg. C (ASTM D624, INSTRUM DIE C); Hardness

Contractor shall submit a lab test report with offer. Lab report shall
be from and independent laboratory and shall verify product
conformance with all salient characteristics specified. Polyurethane
shall not contain Toluene Disisocyanate (TDI) or 4.4 Methylene bis
(2-chloroaniline) (MOCCA), or Methylene Dianiline (MDA). Polyurethane
shall have low moisture sensitivity, insofar that when 100 grams of
polyurethane compound is mixed according to standard procedures and
immediately poured into a 400 mililiter plastic beaker that contains
300 mililitersof tap water at 25 degrees C or 77 degrees F it shall
show no evidence of gassing, foaming or expansion. The product shall
contain no filler. The product shall be suitable for both the casting
and rotational mold process. Polyurethane shall meet ASTM standards as
shown above. Contractor shall package polyurethane as follows: Part A
resin shall be 415 pounds per barrel; Part B catalyst shall be 249
pounds per barrel. One barrel of Part A and one barrel of Part B shall
refered to as one kit. Contractor shall pack material in tightly
closed head drums with two fittings in the top (2" and 3/4").
Contractors proposing to submit products which are equal to CONAP TU981
shall submit a Material Safety Data Sheet (MSDS) and five gallon wet
sample with offer for testing. The contractor shall furnish
polyurethane with a minimum shelf life of 6 months remaining at time of
delivery. The contractor shall deliver items under this contract within
30 calendar days of each delivery order. The contractor shall deliver
items between 8:00 A.M. and 3:00 P.M., local time, Monday through
Friday, excluding legal public holidays. Place of delivery is Hazardous
Material Warehouse, Building 2786, Fort Knox, Kentucky 40121-5000.
Offers submitted on a basis other than F.O.B. destination will be
rejected as nonresponsive. Offerors are advised to include a completed
copy of the provision at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items with the offer. FAR 52.212-4, Contract
Terms and Conditions-Commercial Items, applies to this acquisition and
includes the following adenda: 52.223-3, Hazardous Material
Identification and Material Safety Data; 52.216-21, Requirements;
52.216-19, Order Limitations; 52.216-18, Ordering and DFAR
252.211-7003, Brand Name or Equal. Clause 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition. The following
clauses are applicable to this acquisition: 52.203-6, 52.203-10,
52.219-8, 52.222-26, 52.222-35, 52.222- 36 and 52.222-37. DFAR
252.219-7006, Notice of Evaluation Preference for Small Disadvantaged
Business Concerns (Alternate 1), is also applicable. This acquisition
is unrestricted. Offers are due 11 August 1998, 2:00 P.M., local time,
