synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP) portion of the
Federal Acquisition Streamlining Act (FASA) and is being issued as a
Request for Quotations (RFQ) for COSTS AND RELATED FEES IN SUPPORT OF
NASA S AGENCYWIDE SBIR TRAINING, TO BE HELD FROM AUGUST 31 -- SEPTEMBER
3, 1998. SOW AS FOLLOWS: STATEMENT OF WORK: NASA Langley Research
Center has a requirement to provide hotel sleeping accommodations,
eating facilities, meeting space and support training services
{audio/visual (A/V equipment, copying facility, etc.}, for the NASA
AGENCYWIDE SBIR training session, which will be held from August 31,
1998 through September 3, 1998 (starting 8:30 a.m., September 1 and
ending 12 noon Sepetember 3). The course will be in session for 2 1/2
consecutive days. Each day s session will begin at 8:30 a.m., and end
at 9:00 p.m. The course will have approximately 50 participants (class
participants, guest speakers and visitors). For this course,
facilities and services must include private sleeping rooms (at a
minimum double bed, private bathroom, television, radio, telephone and
meals will be full breakfest, lunch from either menu, chef choice or
buffet) for a full training day session (8 a.m., to 9 p.m.), conference
rooms to accommodate the number of participants and desired class
set-up, which will be lecture style, U shaped table to seat twenty-five
(25) with lecture style twenty (25) behine U shape. Two (2) break-out
rooms for twenty (20) participants, audio/visual equipment, one (1)
overhead projector two (2) 6-foot screens, four 4 easels), support
services and refreshment/snacks/soft drinks for the morning/afternoon
breaks and evening social room. The vendor shall provide at least
standard quality, single occupancy rooms for all 50 attendees. Morning
and afternoon breaks, and snack/soft drinks for the social area in
like quality to that originally quoted. The vendor shall provide
conference rooms, in specified set-up style, suitable to accommodate
the number of attendees (50) for the course. The vendor should have
available A/V equipment to support the course. The government will
provide the vendor with a list of needs by August 25. The provisions
and clauses in the RFQ are those in effect through FAC 90-46 This
procurement is a total small business set-aside. The SIC code and the
small business size standard for this procurement are 7011 $5.0
respectively. The quoter shall state in their quotation their size
status for this procurement. All responsible business sources IN THE
HAMPTON ROADS AREA ONLY may submit a quotation which shall be
considered by the agency. Delivery shall be FOB Destination. The DPAS
rating for this procurement is DO-C9. Quotations for the items(s)
described above may be mailed or faxed to the identified point of
contact and include, solicitation number, FOB destination to this
Center, proposed delivery schedule, discount/payment terms, warranty
duration (if applicable), taxpayer identification number (TIN),
identification of any special commercial terms, and be signed by an
authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items
form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
(which may be obtained via the internet at URL:
ftp://procure.msfc.nasa.gov/pub/reps_certs/sats/) shall be required
from the successful quoter(s) prior to award. FAR 52.212-4 is
applicable. FAR 52.212-5 is applicable. Quotations are due by close of
business on 7/6/98 to the address and identified point of contact
specified above. Selection and award will be in accordance with FAR
52.212-2 with the following evaluation factors: Unless otherwise
stated, for selection purposes technical, price and past performance
are essentially equal in importance. It is critical that offerors
quotes provide adequate detail to allow evaluation of each offer.
Technical acceptability will be determined by information submitted by
the quoter providing a description in sufficient detail to show that
the product quoted meets the Government's requirement. An ombudsman has
been appointed -- See Note "B". It is the quoter's responsibility to
monitor this site for the release of amendments (if any). Potential
quoters will be responsible for downloading their own copy of this
combination synopsis/solicitation and amendments (if any). Hard copies
may be obtained from the identified point of contact; however, the
closing date is as stated in this combination synopsis/solicitation,
