NASA/JSC intends to procure this item from the University of Alabama through a sole source procurement based on the unique and innovative concept submitted in an unsolicited proposal. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The objective of this procurement will be to develop a computer-based risk management system for the National Aeronautical Space Agency's International Space Station operational phase(s). This system will enable NASA management to make a consious effort to trade risk with schedule, cost, safety, reliability, performance, and other applicable resources in a cost effective manner. This risk management process will indicate when incremental cost in gaining marginal reduction of risk is unacceptable provided the residual risk falls within the acceptable range. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
