CBD Announcement 1. CONTRACT INFORMATION -- Solicitation DACW62-98-R-0017: A-E Services are required to prepare a Design Memorandum, Construction Plans and Specifications, and provide Construction Phase Services for the relocation of US Highway 62 presently crossing the Kentucky Dam near Grand Rivers, KY. This announcement is open to all businesses regardless of size. A firm-fixed-price contract will be negotiated. The contract is anticipated for awarded in November 1998. Annual funding for this contract and design schedules will be dependent upon the Federal appropriations process. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan for the work that it intends to subcontract. The subcontracting goals for the Nashville District with Small Business are 61.2%, including small disadvantaged business of 9.1%, and woman owned small business of 4.5%. The subcontracting plans, if required, should reflect these goals. Groups with prime-sub relationships or joint ventures will be considered as well as firms having all disciplines in-house. Responding groups or firms must have demonstrated competence and experience in the following disciplines: Civil, Structural, Highway, Hydraulics, Geotechnical Engineering, Surveying, Technician Support, and Cost Estimating (MCACES experience). All CADD services must be compatible with Microstation 5.0. 2. PROJECT INFORMATION: This project involves the relocation of an existing two-lane highway presently located on Kentucky Dam to a downstream location and the demolition of the existing bridge over the existing lock. The relocation is required due to the future addition of a new lock at Kentucky Dam. The downstream location will involve a major crossing of the Tennessee River. The downstream project consists of a single span highway bridge crossing over a navigation channel of approximately 500 feet width, a high level bridge of an approximate total length of 3100 feet, a bridge over the relocated P&L Railroad of approximately 300 feet, highway relocation totaling approximately 10,500 feet which involves embankment and cut slope designs, and the demolition of an existing 306 foot bridge over the lock. The estimated construction cost of this project is between $30 and $40 million. Cost estimates must be prepared using the Corps of Engineers MicroComputer Aided Cost Estimating System (MCACES). The Corps will provide MCACES software. 3. SELECTION CRITERIA: See Note 24 for general selection process. The selection criteria are listed below in relative order of importance. Criteria a-d are primary. Criteria e-g are secondary and will only be used as "tie-breakers" among technically equal firms. a. Specialized experience and technical competence of the prime firm and any subcontractors in the type of work required. Evaluation factors will include: -knowledge of and experience with major highway and bridge design projects, -- -experience in designing an over-water highway bridge with total length ofapproximately 3100 feet and a single span bridge section of approximately 500 feet crossing over a navigation channel, -- -experience in developing bridge demolition plans,-design experience in highway bridge embankments and excavated cut slopes, -experience in construction sequencing and maintenance of existing highway traffic, -experience in geotechnical design for highway and bridge (Note that field exploration for this project will be handled by in-house Corps personnel and/or existing geotechnical contracts already in place within the District.), -knowledge of River hydraulics and scour analysis for high channel velocities, -- -prequalification by the Kentucky Transportation Cabinet, Department of Highways, for highway design, major bridge design, bridge design for a single span of approximately 500 feet, and geotechnical design, -effectiveness of the proposed management structure and the prior working relationship between a prime firm and any subcontractors with a single point of contact between the A-E and the government project managers clearly identified. b. Professional qualifications of the key project management and technical personnel to be assigned to the contract. Evaluation factors will include the education, training, experience, and registration of these personnel. Qualified personnel are required in the following disciplines: Civil, Structural, Highway, Hydraulics, and Geotechnical Engineering, Surveying, Technician Support, and Cost Estimating (MCACES experience). c. Capacity of the firm to accomplish the work. Work will often require simultaneous action on several design tasks at any one time. Capability to respond to these tasks in a quick and effective manner must be demonstrated. d. Past performance and experience on DOD and other contracts with respect to cost control, quality of work, and compliance with schedules. e. Extent of participation of small businesses (including woman owned), small disadvantaged businesses, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. f. Geographical proximity of the office in relationship to the Nashville District Office and the project site. g. Volume of DOD contract awards in the last twelve months as described in Note 24. 4. SUBMISSION REQUIREMENTS (See Note 24 for general submission requirements) Firms desiring consideration are invited to submit 2 copies of an updated and accurate SF 254 (11/92 edition) and SF 255 (11/92 edition). A current SF 254 is also required for all sub-contractors and consultants. Please note, if the prime contractor to perform the work is located in a branch office, the SF 255 shall reflect key disciplines and experience for that branch office only. Include the firm's ACASS number in SF 255, Block 3b. Also, the business size status (large, small and/or minority) should be indicated in SF 255, Block 3b. Definition: A concern is small if the annual receipts averaged over the past 3 fiscal years do not exceed $2.5 million. The S.I.C. code is 8711. In block 10 of SF forms, state why your firm is specially qualified based on the selection evaluation criteria. Also, use block 10 to provide additional information desired by your firm. Only the SF 254 and SF 255 packages will be reviewed. Experiences identified in block 8 should not be more than 10 years old. The primary person proposed to be the direct contact for the contract work must be identified as the Project Manager. Information in the cover letter and any other attachments will not be included in the official selection process. For ACASS information, call 503-808-4591. Should the due date fall on a weekend or an official Government holiday, the SF 255 is due on the first workday thereafter. Faxed copies of the SF 255 and 254 will not be accepted. No other general notification to firms under consideration for this work will be made and no further action is required. This is not a Request for Proposal.
