Agency for International Development (USAID) is contracting for
technical assistance to support its environmental programs to conserve
biological diversity, improve forest management, and promote
sustainable, equitable economic development. The purpose of this
contract is to acquire quick-response short-, medium- and long-term
technical assistance, institutional support, and assistance in the
on-the-ground implementation of programs to conserve biodiversity and
manage forests for sustained use in USAID-assisted countries. We
anticipate that much of this assistance will involve capacity building,
and for that reason the participation of host-country institutions and
cooperating country nationals will be important. This contract is
intended to complement new and existing USAID partnerships with a wide
variety of organizations through cooperative agreements, grants,
inter-agency agreements, and contracts. This IQC also complements other
USAID IQCs, either in place or planned, which focuson natural resource
management policy, energy, sustainable agriculture and the
conservation of aquatic coastal resources. It is anticipated that there
will be up to three (3) Task Order-based IQC awards made based on
full-and-open competition. There is no set-aside for this procurement.
The SIC Code for the above awards is 0851 (Forestry Services).
Subcontracting with small business concerns and socially and
economically disadvantaged entities: USAID encourages the
participation, to the maximum extent possible, of U.S. entities that
are small business concerns, small disadvantaged business concerns, and
disadvantaged enterprises. It is anticipated that the prime contractor
will make maximum practicable use of such entities. Small business and
small disadvantaged business subcontracting plans, pursuant to FAR
52.219-9, are required to be included in individual Task Order
proposals submitted under this resultant IQC contract. To help identify
potential subcontractors, a list of all organizations requesting a copy
of the Request for Proposals (RFP) will be included as an attachment to
the solicitation. By providing the list, USAID does not endorse the
listed organizations as being capable of carrying out the activity, nor
does USAID verify the claimed status of the organizations. Necessarily,
the list will contain the names of only those organizations known prior
to the issuance of the solicitation document. Interested parties may
