The Fleet Industrial Supply Center Norfolk Detachment Philadelphia intends to acquire on a 100% Small Business set-aside basis, Parent to Parent (PTP) Coordinator services for Navy and other military families in support of the Naval Training Center Great Lakes, IL. The parent to parent coordinator program is directed to serve military families who are at high risk for child abuse or neglect, at risk for home/health sanitary neglect, and/or have been determined by a Navy Family Advocacy case to be a "Family in need of services" (FINS). The required services shall be provided by one full time equivalent working forty hours per week, exclusive of Federal Holidays. Contractor services shall include: (1) establish and monitor a PTP Volunteer Recruitment System; (2) provide initial and ongoing training to PTP volunteers in such subject matters as child development, behavioral modeling of skills development, and education counseling; (3) conduct a PTP model training program on a yearly basis with the Naval Training Center's Family Service Center Division staff, Counseling staff, Healthy Family Staff, Cooperative Preschool staff, and the Child Development Center Family Home Care staff; (4) undertake all initial home visitation screening interviews and assessments of PTP client families; and (5) conduct marketing/publicity of PTP programs and services. A Firm Fixed Price contract is anticipated with a base period of performance commencing 01 October 1998 through 30 September 1999, with three (3) one year option provisions.
