synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation (F26600-98-Q0331) is
issued as a request for quotation. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-03. This SIC for this solicitation is 7379. The
purpose of this requirement is to 1) Research existing government media
archives (classified and unclassified) to acquire multi media
enhancements to better illustrate AFTTP 3-1. 2) With government
support, coordinate delivery of these multi media features indexed for
retrieval and in a format compatible with AFTTP 3-1 electronic
publishing protocols. BACKGROUND INFORMATION, 57th WG/DTW is
responsible to the Air Combat Command for developing and publishing the
Air Force Tactics Techniques and Procedures 3-1 (AFTTP 3-1) series (35
volumes). These manuals provide tactics, techniques and procedures to
combat aircrews for the employment of their weapons systems in the
full spectrum of combat threat environments. Timely AFTTP 3-1
production is critical to ensure crews have access to timely and
current tactics and employment doctrine for both operations and
training. The requirement for AFTTP 3-1 volumes has increased and the
publication has migrated from its traditional paper-based media format
to an electronic format. This migration to electronic format provides
the opportunity to illustrate complex tactical concepts through
multimedia features such as animations, illustrations, audio and video.
Many of the multimedia resources that will significantly enhance the
existing AFTTP 3-1 series exist and are archived in various government
locations. Searching for these archived media, identifying which will
add value to the AFTTP 3-1 manuals, placing them in a compatible
electronic format, cataloguing them for rapid retrieval, review,
integration and creating new media based upon these archives is
additive to the existing AFTTP 3-1 production process and requires and
additional level of effort. In addition, the opportunity exists to
streamline and enhance the unit-level SME participation in the AFTTP
3-1 production process through an AFTTP 3-1 enterprise network based
upon existing World Wide Web and classified network infrastructure.
SCOPE AND PURPOSE: The purpose of this Statement of Objectives is to
establish a source to standardized multimedia capability in the
electronic publishing of Air force Tactics Techniques and Procedures
(AFTTP) 3-1 and 3-3. AFTTP 3-1 and 3-3 is the U.S Air Force
encyclopedias of tactical doctrine and fundamentals of aircraft
employment. The complete set is comprised of 42 volumes, each
addressing the employment of specific weapons systems. OBJECTIVES:
Retrieve and download standardized multimedia products to be integrated
into the electronic publishing. This support will be in the areas of:
the publishers of AFTTP will require the contractor to retrieve
standardized multimedia products to be integrated into the electronic
publishing of each individual employment volume. The products must
provide value-added illustration to support the textual description for
the tactical employment of the state of the art weapons and weapon
systems. A volume OPR will coordinate with the contractor on multimedia
requirements for each volume and provide continuous direction as
needed. AFTTP is published as a CD-ROM product employing the full
spectrum of multimedia to illustrate and support the complex concepts
of aerial tactics. Examples of multimedia used include: video, audio,
animation, still photography, mission support software and applications
relevant and value-added in illustrating and clarifying the details of
tactical employment. The sources for existing multimedia are
widespread throughout the network of government agencies. These include
any agencies conducting developmental and operational testing on
current weapons and weapons systems, weapons training and support
functions and weapons systems program offices. MINIMUM QUALIFICATION
REQUIREMENTS ARE: a. Previous combat fighter pilot or navigator
experience is highly desirable, b. Experience in all phases of computer
multimedia and animation. Offerors bidding on this RFQ are required to
submit along with their quote a maximum of two pages on the following:
technical qualifications and a list of past contracts performed related
to this RFQ within the past five years. Include description, amount,
names and telephone number for references. Work shall be performed
Monday-Friday (excluding federal holidays) from 0730-1630. Government
supplied computers, telephones, office furniture and space will be
provided and contained at Base Operations, Bldg. 47, Nellis AFB,
Nevada. Award will be made to the responsible offeror whose offer is
most advantageous to the Government based on technical capability,
price and past performance. The period of performance will commence
from 1 Aug 98 through 30 Sept 98. This will be issued as a firm fixed
price purchase order. Offerors must include with their price proposal
a completed copy of the provision at 52.212-3, Offereor Representation
and Certification Commercial Items. The clause at 52.212-4, Contract
Terms and Conditions Commercial Items, applies to this acquisition
without addenda. The clause at FAR 52.212-5, Contract Terms and
