P -- FOR SALE OR LEASE, PRUITT-IGOE SITE SOL EX 98-34 DUE 081098 POC Shonnah Haines, Sr. Procurement Specialist (314) 286-4278; Contracting Officer, Beverly Franklin The St. Louis (Missouri) Housing Authority (SLHA) is seeking proposals from qualified contractors/developers for the acquisition and proposed development of approximately 34.07 acres of land located in St. Louis, Missouri, at Jefferson Avenue and Cass Avenue -- Pruitt-Igoe. The subject property is located in the City of St. Louis Enterprise Zone and primarily zoned "D" Multi-Family Residential with the exception of the perimeter of the site along Jefferson and Cass Avenues, which is zoned "G" Commercial. These zoning classifications will allow for a wide range of uses including all types of housing and retail/service commercial uses. The SLHA will consider proposals for development of subject land for commercial, residential, and/or light industrial use. SLHA welcomes any and all prospective proposers, including Brokers, interested in development of this site in the City of St. Louis. Any proposer interested in responding with a proposal for the sale or lease of the said property shall: 1) Submit, by August 10, 1998 at 2:00 p.m. (St. Louis time) a proposed Sales/Lease Contract containing a 150 day contingency period and a five-thousand dollar ($5,000.00) refundable Earnest Deposit; 2) during the contingency period, which starts upon contract submission, proposer will demonstrate due diligence in pursuing the necessary studies, title work, appraisals, and land surveys necessary to produce a proposed project for development of this land; and 3) before or upon completion of the 150 day contingency period, proposer must produce a completed project plan to the SLHA. Proposers submitting the best proposed use of the property with minimum restrictive condtitions will be given the highest consideration. Final decisions, and/or acceptance of a contract for negotiation purposes from any proposer will be at the discretion of the SLHA in accordance with the guidelines as set forth by the SLHA's Board of Commissioners and the US Department of Housing and Urban Development. All proposals must be submitted in a sealedenvelope to the SLHA. The SLHA reserves the right to reject any and all proposals deemed not to be in the best interest of the SLHA.
