These procedures were designed to ensure that legally enforceable debts are timely processed in NOAA General Counsel and then referred to NOAA Finance for debt processing. The contractor shall accomplish the following:1) Determine which cases must be reviewed for valid debt, availability of debtor information, collection efforts to date, final disposition of escrowed seized proceeds, and likelihood of collection success; 2) Follow proper procedures and guidelines for referral of General Counsel cases to Finance; 3) Incorporate necessary procedures for General Counsel action, including corresponding Enforcement Management Information System (EMIS) entries; and 4) Utilize standardized forms to ensure consistent quality in submissions to Finance. Period of Performance: Date of Award thru July 1999.
