The Navy has a requirement to investigate possible improvements to secondary (rechargable) silver-oxide/zinc batteries used in the C-4 and D-5 Missile System. A new type of chemically prepared electrodes for primary battery applications was developed and are to be investigated for use in a secondary battery design and will be evaluated through a series of charge and discharge cycles. The requirement is being solicited on a sole-source basis from EMF Systems, Inc., 14670 Highway 9, Boulder Creek, CA 95006, since the chemically prepared electrodes is a patented process held by EMF Systems and the equipment and tooling used in fabricating the electrodes is state-of-the-art and exists solely at their facility. A fixed priced purchase order will be awarded using Simplified Acquisition Procedures. It is anticipated that a formal Request for Quote will not be issued. This procurement is exclusively reserved for Small Business Concerns in accordance with FAR 52.219-6; the applicable Standard Industrial Classification is 8711 and the size standard is sales not to exceed $13.5 mil per year.
