The National Institutes of Health is soliciting a Competitive 8(a) (SIC
Code 8741) competition for an Indefinite Quantity -- Indefinite
Delivery Contract for Construction Quality Development Management
(CQDM) services during the design, bidding, and construction phases of
projects (with emphasis on Site Coordination, Construction
administration/inspection services, move coordination services). The
Government may issue fixed-price tasks for these services to be
provided for NIH facilities in the Washington-Baltimore Metropolitan
area. Work involved under this contract includes, but is not limited to
Site Coordination, on call services, design, design review,
construction, construction administration/inspection, program and
development management for Biomedical Labs., Health Care Facilities,
Animal Facilities, Office and Public Spaces, Infrastructure or Related
Spaces. The awarded contract may include, but not limited to: Site
Coordination; Project Management; Design Review; Cost Estimating and/or
Analysis; Schedule Development and/or Analysis; Construction
Inspection; Assessment of Level and Quality of Work; Construction
Material Testing; Shop Drawing and Submittal Reviews; Evaluation of
Change Orders and Proposals; Development of Change Order and
Clarification Documents; Factory Witness Testing; Laboratory Analysis,
Asbestos Abatement and/or Hazardous Material Project inspection and
oversight, testing, cost estimating; Evaluation of Compliance with
relevant Environmental Codes and Regulations; and Claim Reviews;
On-Call Services and Move Coordination Services. To be determined
responsive interested parties must: be fully qualified (licensed) or
have the ability to obtain subcontractors at time of award for asbestos
and hazardous waste abatement; and have an office (or affiliated
office) capable of performing all services required by this notice
within a two-hour travel time of the NIH Bethesda Campus; and be
capable of supporting a field office if required by specific projects.
The period of performanceis one year from the date of award, and
potential options for Four consecutive (1) one-year extensions with the
same terms and conditions. The magnitude of this solicitation is
estimated to be over $3 million for the possible 5-year term, with an
estimated maximum cost of $3,000,000 per year. The estimated
construction cost (ECC) of most projects will fall in the $100,000 to
$500,000 range and consist mostly of repair and alteration projects.
New construction projects may range from $500,000 to $1,000,000 (ECC).
The estimated minimum order is $2,500.00 and the estimated maximum
order is $1 Million. Evaluation factors will be divided into two
categories Technical and cost. Technical is significantly more
important than cost. The Government will make a "Best Value"
determination and the award will be made to the offeror whose proposal
is most advantageous to the Government taking into consideration the
technical factors listed below and the proposed cost. This proposed
contract may be awarded without discussions. Technical proposals must
provide information on the proposers experience with Biomedical Labs,
Health Care Facilities; Animal Facilities; and Office and Public Space;
and Infrastructure or related facilities. The technical evaluation
factors,in descending order of importance within each section are as
follows: I. Professional Qualifications/Experience. Sub-contractor
Experience and performance. Corporate Ability. Management Plan.
Sections L & M of the solicitation will have more specificity. This
procurement will be conducted in accordance with Part 37 of the FAR.
Interested parties shall submit proposals including the Solicitation
Number 263-98-P(HA)-0101. All proposals must be received in the
procurement office listed above no later than indicated on the
solicitation. The solicitation will be available on or about July 17,
1998 from the Bid Custodian at 9000 Rockville Pike, Building 13, Room
G-800, MSC-5711, Bethesda, MD 20892-05711 at a non-refundable cost of
$25.00. Payment must be in the form ofCashier's Check, money order or
certified check only. Checks shall be made payable to the National
Institutes of Health. Company specific information will be required,
such that we can send you any amendments. This information should
include your Company's name and street address (no post office boxes),
point of contact, telephone number and fax. The pre-proposal
conference will be per the solicitation. Per FAR 5.207(c)(2)(xiv) all
responsible sources may submit a proposal which shall be considered by
the agency. The NIH is soliciting an 8(a) competitive Competition.
