carol.elliott@srs.gov. The U.S. Department of Energy (DOE) is seeking
potential innovative alternatives for providing process steam, in the
future, to the Savannah River Site in Aiken, South Carolina. Currently,
steam is provided from an on-site 70 MW cogeneration plant that was
built in the early 1950s. The plant is leased and operated by the local
franchise utility under a ten-year contract with DOE that expires on
9/30/2005. The average steam load is approximately 170,000 lbs/hour, 24
hours a day, at a delivery pressure of 385 psig. Peak loads in winter
reach 280,000 lbs/hour. The site's steam requirements have been reduced
over the years due to changing missions, and the four boilers in the
facility are operating well below capacity. In addition, their
efficiency does not economically compete with state-of-the-art boilers,
and future maintenance and environmental requirements will result in
large capital upgrades at some point. The plant is located
approximately seven miles from the main process customers and the steam
is transferred via a 24-inch inter-area steam header. Electricity is
also generated in the plant and is supplied to the local electrical
grid, but electric power generation is not a requirement. Sufficient
power exists in the region to meet the Site's load. This is NOT A
REQUEST FOR PROPOSALS, but a Request for Information. The purpose is to
obtain strategic planning data on potential interested companies that
have the capacity, experience, equipment and other necessary resources
to provide process steam in the most economical and reliable fashion.
The Department expects to make key planning decisions in the near
future on the technology and methodology that will be used to meet
steam needs after 2005. In addition, the Department would like to
investigate if any innovative technologies or alternatives exist,
including creative contractual or funding arrangements, that would
prove to be the most economical to the government and the American
taxpayer. For example, the Department would consider a state-of the
artboiler with capital financing provided by the Contractor in exchange
for a long-term steam contract or the use of package boilers located
closer to the delivery points. Once the various options are identified,
a path forward will be developed that will meet the Site's needs to
insure the availability of uninterrupted, reliable process steam when
the current contract expires. Please provide a brief summary that
describes any proposed strategy for supplying the required steam and a
brief history of the company's experience and any references that may
be appropriate. Existing marketing literature can be provided where
available. Also provide relevant prices that support the proposed
concept such as the estimated unit cost of delivered steam ($/klbs) or
generally available financing arrangements including payback duration.

the information will be fully protected to the extent allowed.

basis of any response to this notice. Responses are due by close of
