The work involves (a) renovation to provide 32 single berths per BEQ with air conditioned semi-private rooms with a bath in each room to meet new privacy criteria for rehabilitating BEQs; (b) seismic upgrade of the structural integrity of the building; (c) replacement of existing architectural finishes (floor tiles, carpet, partitions, doors, windows, and ceiling insulation) and components of air-conditioning units, ventilation, plumbing, electrical, telephone, fire alarm and smoke detection system; (d) installation of fire protection system; (e) installations of library and kitchen. The bid schedule is Base Bid for BEQ No. 8 and Option Bid for BEQ No. 10. A firm fixed price contract is intended for award without discussions to the responsible offeror who submits the proposal providing the best value to the Government in terms of past performance, management, price and other factors. The Contracting Officer reserves the right to hold discussions if it is determined that discussions (other than communications conducted for the purposes of minor clarification) are necessary. The estimated price range is between $1,000,000.00 and $5,000,000.00. Plans and specifications will be available on or about 22 July 1998 at no charge and issued on a first come first serve basis.
