sandi.nixon@fema.gov. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6 and issued under the authority of FAR Subpart 13.5 "Test Program
for Certain Commercial Items," as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are being requested and a written
solicitation will not be issued. EMV-1998-RQ-0047, issued as a Request
for Quotation (RFQ) is for the purchase of various Line-Of-Sight (LOS)
Microwave components identified below. The solicitation document and
incorporated provisions and clauses are those in effect thru Federal
Acquisition Circular 97-04. This procurement is unrestricted, SIC Code
is 3669/small business size standard is 750. Multiple awards may
result via the issuance of firm-fixed-price simplified acquisition
orders. Items are req'd to be delivered, FOB Destination, to FEMA,
MERS, Maynard, MA 01754-2147, which is also the place of inspection &
acceptance. Gov'ts desired delivery time is 6 wks after receipt of
order. ITEM 1. 10 ea all-weather repeater capable antenna masts capable
of supporting two 3 ft parabolic dish antennas, Contact Corp., Herndon,
VA P/N EX167/15-4 or equal and 25 ea all-weather single antenna masts
capable of supporting one 3 ft parabolic dish antenna, Contact Corp.
P/N EX141/15-4 or equal. Must meet the following characteristics:
1.(MANDATORY) Maximum (max) extended mast height will be at least 45 ft
& not more than 60 ft; 15 meters preferred. 2.(MANDATORY) Retracted
mast height will be not more than 14 ft. 3.(MANDATORY) Vertical topload
for each type mast will be at least 60 lbs. 4.(MANDATORY) Antenna masts
must be capable of being safely erected by no more than 2 people.
Individual units shall weight no more that 150 lbs ea. 5.(MANDATORY)
Masts shall be capable of being erected in a 35 mph wind & the single
antenna mast shall be capable of being setup or taken down by personnel
in less than 30 minutes. 6.(MANDATORY) Masts will include all necessary
tools, accessories, & complete operations & maintenance (O&M)
documentation . 7.(NONMANDATORY) Accessories will be packed in reusable
transit bags & the max weight of any individual bag will not exceed 100
lbs. 8.(NONMANDATORY) Antenna mast & all associated accessories will be
easily stored & capable of withstanding vibration & shock caused by
vehicular or air movement. 9.(MANDATORY) Single antenna mast system,
including the antenna positioner, shall be designed so the antenna
boresight deflection does not exceed 2 degrees (deg) in azimuth or
elevation under worse case operating conditions & at wind speeds up to
60 mph. 10.(MANDATORY) Mean time between failures for the mast & all
components shall be at least 10,000 hrs. ITEM 2. 10 ea pan/tilt antenna
control mechanisms to interface w/repeater capable antenna masts,
Contact Corp. P/N RTTA-D or equal & 25 ea pan/tilt antenna control
mechanisms to interface w/single antenna masts, Contact Corp. P/N
RTTA-E or equal, 10 ea clamp, Contact Corp. P/N EXL167x250 or equal, 10
ea clamp, Contact Corp P/N EXL167x123 or equal, 25 ea clamp, Contact
Corp. P/N EXL141x250 or equal, & 25 ea clamp, Contact Corp. P/N
EXL141x123 or equal. Must meet the following characteristics:
1.(MANDATORY) Capable of being mounted on the telescoping antenna masts
identified under ITEM 1. above, to include all necessary
clamps/accessories for mounting purposes. 2.(MANDATORY) Capable of
being mounted by either the 2 ft diameter or 3 ft diameter parabolic
reflective antenna to the appropriate mast identified under ITEM 1.
above. 3.(MANDATORY) Capable of controlling the antenna azimuth &
elevation from the ground. 4.(NONMANDATORY) The pan/tilt mechanism will
be manual (non-electric). 5.(MANDATORY) An operator on the ground will
be able at any time to adjust the antenna elevation angle over a 30
deg range (i.e., 15 deg's up & 15 deg's down for both type masts). The
antenna azimuth range will be 360 deg's for the single antenna
mast.The 2 antenna mast will have an azimuth range of at least 180 deg.
To ensure repeater operations, the system will be designed so the 2
antennas of the repeater cover 2 complementary arcs, each of 180 deg's
to provide a full 360 deg coverage. 6.(NONMANDATORY) The pan/tilt
control mechanism will be easily stored & capable of withstanding
vibration & shock caused by vehicular or air movement. 7.(MANDATORY)
Reusable transit cases are required. 8.(MANDATORY) Mean time between
failures for the pan/tilt control mechanism shall be at least 10,000
hrs. 9.(MANDATORY) Complete O&M documentation is required. ITEM 3. 30
ea antenna tripod, Radio Waves, Inc., Billerica, MA, P/N 4-63120-MR or
equal & 30 ea antenna brackets, Radio Waves P/N 100538-1 or equal.
Must meet the following characteristics: 1.(NONMANDATORY) Heavy duty &
light weight. 2.(MANDATORY) Capable of supporting one 2 or 3 ft
parabolic dish antenna. 3.(NONMANDATORY) Collapse for storage & be as
small and compact as practicable. 4.(MANDATORY) Capable of being
installed on building roofs or on the ground. 5.(MANDATORY) Complete
O&M documentation is required. 6.(NONMANDATORY) Reusable transit cases
are required. "OR EQUAL" OFFERS: Extensive testing has previously been
performed by the Gov't and it has been determined that the
manufacturers' products identified above are compatible as a system.
Therefore, offerors shall submit descriptive literature if offering an
"or equal" product. The literature must be sufficient enough to allow
the Gov't to evaluate the product to make a determination of product
compatibility with all required LOS system components (i.e., masts,
pan/tilts, & tripods) as well as meeting the mandatory requirements
stated above. In addition to the masts, pan/tilts, and tripods being
compatible, the aforementioned items must also be compatible with the
antennas being solicited for under EMV-1998-RQ-0048 via combined
synopsis/solicitation procedures. The antennas being specified under
EMV-1998-RQ-0048 are: 2 ft parabolic dish antenna, Radio Waves P/N
SP2-5.8 or equal & 3 ft parabolic dish antennas, Radio Waves P/N
SP3-5.8 or equal. EVALUATION: The Gov't will make award(s) to the
responsible offeror(s) whose offer conforming to the stated
requirements will be most advantageous to the Gov't, price & other
factors (i.e., past performance, quality, the ability to provide all 3
items [single award] considered). Technical is of greater importance
when compared to price, therefore, the Gov't will utilize Best Value
procedures IAW FAR Subpart 13.106 in making award. All product
requirements identified as MANDATORY must be met by an offeror's
product in order for the product to be considered. Failure to meet any
one of the mandatory criteria will eliminate that particular proposed
product from further consideration. NONMANDATORY criteria will be
evaluated as does not meet, partially meets, meets, or exceeds. For
firms meeting all mandatory requirements, a qualitative determination
of nonmandatory items will be made. A best value determination will
then be made based on : (a) nonmandatory items, (b) past performance,
(c) single award concept, and (d) price. Nonmandatory items, past
performance, and the single award concept are considered to be of equal
technical value. Offerors are to submit, as a part of their response,
five recent sources that can verify past performance of similar items
of comparable dollar value. DESCRIPTIVE LITERATURE (reference FAR
52.214-21): Failure of an offeror to submit descriptive literature for
a proposed "or equal" product will result in that product being
rejected from further consideration. Further, descriptive literature
which fails to show that the proposed product(s) complies with the
requirements stated above will result in the rejection of that
product(s). Offerors are to include a completed copy of FAR provision
52.212-3 "Offeror Representations and Certifications -- Commercial
Items" w/their response. The following FAR clauses also apply: 52.212-4
"Contract Terms and Conditions -- Commercial Items," 52.212-5 "Contract
Terms and Conditions Required to Implement Statutes or Executive Orders
-- Commercial Items," 52.203-6 "Restrictions on Subcontractor Sales to
