synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation is issued as a
request for quotation (RFQ). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-06. The associated SIC is 3651and the small business size
standard is 750 employees. The system shall include the following:
camera head, camera control/display unit, frame storage unit,,
connecting video cable, lens kit, trigger kit, 8mm portable VCR, remote
key pad, power supplies, storage and shipping cases. System must be
light, one-man portble, capable of being transported by air operated by
one person. Min spec requirements are: frame data: date & time, exp
rate, frame no., recording rate, seq no.,mode status and trigger mode;
frame storage: min 8 sec at 1,000 frames per sec; plqyback mode: 1
imqge per frame in cine mode or multiple images per frame in scroll
mode; playback rate: single step, forward and back, selectable frm 1 to
1000; trigger input: TTL thru BNC connector, pre, post or middle
(1-99%); recording rate: selectabel from 60 to 1,000 full frames per
sec; exp rates: electronic shutter, ranging from 1/60th to 1/5000th
sec; shutter speeds: variable from1/30 to 1/20,000 sec; image sensor:
480 x 420 pixels at 250 frames and no less than 240 x 210 at 1000
frames per sec min. Array sub-sampled with real time re-sampling
filter; spectral response: RGB color w/near infrared capabilities
(400-1000 nanometers); video output: RS-170 in NTSC or PAL for achiving
to standard VCR tpae, S-video; operating temp: 0-120F; weight: not to
exceed 50 lbs. "C" mount lens kit: w/carrying case w.molded recesses
for all lenses, to include 6mm f/1.2, 25mm f/1.8, 50mm f/1.4 and
12.5-75mm f/1.8 lens; video display: 5-inLCD color monitor built into
main processor case; trigger kit with carrying case w/molded recesses
for all components including manual trigger device, optical and
acoustical trigger devices and all associated cables; main
processor/controller and frame storage unit: max case size 6" x7.5" x
14.5"; cable, processor 100 ft calibrated; protable 8mm VCR min 400
lines resolution, dimen 5 1/4" x 2 1/2" x 5 1/4"; portable UPS -- two
12vdc batteries each capable of operating sys for min 105 min w/power
inverter and charger to include all required cables to operate sys;
storage & shipping cases: 8 3/4" high x 24 1/4" wide x 17 3/4" deep.
Case must allow storage and shipping of following: main processing
unit, 8mm VCR, portable power supply, camera and assoc cable. Operation
must be possible from case in closed state. Addl camera w/same specs
with IR filter removed; remote keypad w/50ft RG59 or equiv cable w/BNC
connectors. Delivery FOB dest -- Fallbrook, CA within 30 days ARO. FFP
contract anticipated. All responsible sources may submit a quotation
which will be considered. Anticipated award date is July 24, 1998. See
