The Navy intends to solicit and award a contract for high voltage, high structural stress load bearing insulators in support of the Fixed Very Low Frequency (FVLF) submarine communications system on a sole source basis from Litton Marine Systems, Canada (LMSC). The proposed fixed price contract will have a base period and one option. The base period shall provide for acquisition of long lead parts required for the work to be completed in the option. The option will provide for the assembly of specialized insulators that will have a Very Low Frequency (VLF) wet flashover rating of 250 kV, weigh less than 2,000 pounds, and bear an ultimate load of 668,000 lbs. LMSC is the only contractor known that can produce structural guy insulators to meet the above requirements. The proposed contract will be for nine months (including the option), commencing approximately Aug. 30, 1998. The SIC Code for this procurement is 3264.
