This synopsis is issued to correct to Naval Research Laboratory's (NRL) requirement that was previously issued on 08 Jun 1998 on solicitation N00173-98-R-HA04 for an ultra-high vacuum (UHV) soft x-ray reflectrometry. NRL has determined that the purchase of this requirement should be purchased as a commercial item, therefore referenced numbered Note 26 does not apply. Only referenced numbered Note 1 applies. NRL uses Electronic Commerce (EC) to issue the RFP and amendments to RFPs. The solicitation closes fifteen (15) days after issuance.
