Instrumentation Systems Program Office Integrated Product Team (IPT),
Aeronautical Systems Center (ASC), Eglin AFB, Florida, plans to
contract for a USAFE Rangeless Interim Training System (URITS)
capability consisting of up to a total of 64 Pods (22 of which must
contain inertial measurement units (IMU) and air data sensors (ADS) to
be compatible with either foreign or USAF non-1553 (A-10) data buss
aircraft) and up to 12 debriefing stations at 3 different locations to
include Lakenheath, UK, Spangdahlem AB, GE, and Aviano AB, IT. Options
beginning in FY 00 for an additional 24 pods (6 of which will be
non-1553 data buss), and 3 debriefing stations, for a yet to be
determined fourth location in CONUS are also required. The URITS shall
meet the requirements specified in the sources sought synopsis
published 20 Mar 98, as amended on 18 May 98 in the Commerce Business
Daily. A specific data frequency will not be specified. Frequencies
proposed will need to havebeen approved or be approved by the host
Government concerned. Offerors are highly encouraged to submit their DD
Form 1494's as soon as possible to expedite this approval process.
Submit completed DD Form 1494's to ASC/WMR 102 West D. Ave, Suite 300,
Eglin AFB FL 32542-6808, ATTN: Capt. Sullivan. The Government requires
at least eight pods and one Debriefing station operational at
Spangdahlem AB GE within the first quarter of FY 99. The remaining
systems should be delivered and be operational NLT 30 June 1999. The
contract type will a Firm Fixed Price (FFP) lease arrangement with an
option to buy. Because of the use of 3400 funds all performance beyond
FY 99 will be in the form of one year options. A total of five years
of lease and CLS options beyond FY 99 are planned. Information
associated with this program may be classified up to, and including,
SECRET/NOFORN. Eligibility to receive solicitations and access to the
technical library is restricted to qualified U.S. contractors who have
registered with, andare certified for access to DOD Scientific and
Technical Information (STINFO) and export controlled information by the
United States/Canada Joint Certification Office, Defense Logistics
Service Center, Battle Creek, MI 49016-3412, 1-800-352-3572. The
Standard Industrial Classification Code for this acquisition is 3663
(750 personnel). Direct all requests for solicitations and routine

from offerors or potential offerors during the proposal development.
The purpose of the Ombudsman is to communicate contractor concerns,
issues, disagreements, and recommendations to the appropriate
government personnel. Existence of an Ombudsman does not diminish the
authority of the program director or the Contracting Officer.
Accordingly, the Ombudsman does not participate in preparation of
solicitations, the evaluation of proposals, or the source selection
process and therefore, for routine matters on individual solicitations,

The RFP is scheduled for release in late July 1998 with proposal
receipt in late August 1998. The Past Performance volume and the System
Demonstration plan shall be due 2 weeks prior to proposal receipt. A
system demonstration of offerors proposed solution will be held
