84 -- ADVANCED PROTECTIVE EYEWEAR SYSTEM (APES) SOL w13g07-8176-2006 POC Contract Specialist AUDRA EARLE (508) 233-5917 (Site Code DAAN02) The US Army Solider Systems Command, PM-Soldier, and the Natick Research, Development, and Engineering Center (NRDEC) have a requirement for a commercial Advanced Protective Eyewear System (APES). The APES will provide the eye protection from ballistics (fragmentation), sunlight, wind, and dust. The APES shall consist of one goggle frame with a clear ballistic lens attached, a sunglass frontsert lens, strap(s) with self-locking release buckles to allow the APES to be used with various helmets (with the Combat Vehicle Crewman's (CVC) helmet, the Personal Armor System, Ground Troops (PASGT) helmet, and no helmet), a case, and a use and care instruction booklet. The ballisitic lens shall be clear and secured to the basic goggle. The frontsert lens, attached by hand without tools, shall attach in front of the ballsitic lens. Additionally, the system design shall have a prescription lens carrier. The carrying case shall hold the APES goggle with clear lens, frontsert, prescription carrier, all strap(s) and the booklet. The APES shall have adequate ventilation to minimize fogging and dust infiltration and shall be comfortable to wear. The APES shall come in a one-size and shall accommodate the 5th percentile female through the 95th percentile male crewman. The APES shall have a field of view that does not impede or interfere with the crewman's ability to accomplish tasks. The APES shall meet all the performance and marking requirements of ANSI Z87.1. The APES shall also meet various optical requirements. The Government is seeking commerically available solutions which will serve as an interim solution until the Military Eye Protection System (MEPS) is fielded (see CBD announcement, July 1, 1998). MEPS is currently scheduled to begin fielding in fiscal year 2001. The Government anticipates awarding a Firm-Fixed-Price (FFP) type contract with two phases. Phase I may be awarded to more than one contractor for an inital quantity of 100 each, with an OPTION for an additional 100 each. Phase II will be awarded to onlyone (1) contractor and will be a Requirements type contract. Phase II estimates/maximums for the APES system for each ordering period are as follows: First Optional Ordering Period 20,000/40,000 each; Second Optional Ordering Period 20,000/40,000 each; Third Optional Ordering Period 6,700/20,000 each; Fourth Optional Ordering Period 13,400/20,000. Phase II estimates/maximums for the clear lenses for each ordering period are as follows: First Optional Ordering Period 200/1,000 each; Second Optional Ordering Period 200/1,000 each; Third Optional Ordering Period 20,000/40,000 each; Fourth Optional Ordering Period 20,000/40,000. Phase II estimates/maximums for the sunglass lenses for each ordering period are as follows: First Optional Ordering Period 200/1,000 each; Second Optional Ordering Period 200/1,000 each; Third Optional Ordering Period 20,000/40,000 each; Fourth Optional Ordering Period 20,000/40,000. Phase II estimates/maximums for the prescription lens carriers for each ordering period are as follows: First Optional Ordering Period 6,600/13,200 each; Second Optional Ordering Period 6,600/13,200 each; Third Optional Ordering Period 100/500 each; Fourth Optional Ordering Period 100/500. This acquistion will be conducted under full and open competition. FAR Part 12, Commercial item terms and conditions will apply. Selection will be made based on best value. Foreign contractor participation must be submitted through the foreign country's embassy in Washington, D.C. The applicable SIC for this acquisition is 3851. For the purpose of this effort, any concern employing less than 500 employees is considered a small business.
