Contracting Officer, (256) 955-1187 The primary objective of this
effort is the development/validation of Kinetic Energy Weapons (KEW)
lethality criteria and its subsequent application for the evaluations
of KEW system lethality. An additional objective is the
development/validation of lethality criteria and evaluations of system
lethality for Directed Energy Weapon (DEW) concepts and/or nuclear
interceptor concepts. The charter of the Lethality Division is to
develop lethality criteria and independently validate a ground-based
system's application of the lethality criteria. Historically, the
Lethality Division has received program and funding guidance from the
Ballistic Missile Defense Organization (BMDO) for these efforts.
Program requests and funds from other government agencies (OGA's) may
also be received. In support of the Lethality Division, the contractor
shall perform specific development and validation of lethality
criteria for KEW/DEW systems and nuclear interceptor concepts. The
contractor shall keep the government apprised of these efforts through
oral presentations and written reports. The contractor shall undertake
the work specified by technical directives under the procedures set
forth in the resultant contract.The contractor shall be expected to
perform computational analyses, lethality test article (LTA)
fabrication, conduct experimental investigations, provide data
analysis/model development, and provide criteria development/system
evaluations. The contractor shall comply with all federal, state, local
and installation environmental and safety requirements. This
procurement is not open to allied participation at the prime contractor
level. The contractor shall ensure products provided under this effort,
to include hardware, software, firmware, and middleware, whether acting
alone or combined as a system, are Year 2000 compliant as defined in
FAR Part 39. The planned period of performance is for a basic effort of
36 months with four one-year options. The government contemplates award
of a cost-plus-award-fee type contract utilizing technical direction as
a management tool. Proposals for this action will be solicited using
full and open competition. The complete RFP is expected to be available
