SERVICE-WASHINGTON, MurraAA@hqda.army.mil. The Defense Supply
Service-Washington (DSSW) intends to negotiate on a sole source basis
with Dartmouth College for a study effort on an evolutionary approach
to analyzing world politics. The requiring activity is the Office of
the Secretary of Defense, Director of Net Assessment. This project uses
an evolutionary perspective to assess the role of changing
technological, demographic, and environmental factors in world
politics. The approach is novel in three ways: 1) it will integrate
diverse fields in the life sciences, ranging from behavioral ecology to
cognitive neuroscience, into a theoretical framework for studying
international politics and military affairs; 2) it will identify and
illustrate the importance of factors generally ignored in conventional
strategic and foreign policy analysis;; and 2) it will use cognitive
neuroscience as an organizing principle for the research process
itself. The project will utilize neuroscientific research, utilizing a
core network of scholars representing key areas of biological research
as well as consulting scholars and practitioners. The period of
performance is twelve months. The contract effort is unclassified. See
