(732)323-2741 The Naval Air Warfare Center Aircraft Division,
Lakehurst, NJ intends to negotiate on a non-competitive basis with
Lockheed Martin Information Systems Corp. for the acquisition of Test
Integration Facility (TIF) Consolidated Automated Support System (CASS)
maintenance service and CASS asset repair of repairables. The Navy
intends to issue a delivery order to Lockheed Martin Information
Systems under BOA N68335-97-G-0222. The contractor shall provide
on-site TIF maintenance services, repair of repairables (ROR),
engineering technical support, ROR failure mode analysis and data
gathering, asset inventory management, distribution, and tracking, and
station installation support ashore and afloat for the CASS,
AN/USM-636. The contractor shall plan, organize, manage, operate, and
control functional areas necessary to provide these services. It is
anticipated that the order may cover services up to a three year period
beginning approximately 1 March 1999. Maintenance services shall
consist of: inspection, installation, removal, replacement, adjustment,
alignment, assembly, disassembly, testing, troubleshooting, repair and
calibration of CASS stations and related subsystems, ancillaries,
support equipment, and support of support equipment (SOS). The
contractor shall provide a sufficient quantity of experienced personnel
at the TIF in Jacksonville, FL to support CASS Test Program Set
integration for 2 shifts per day, 5 days per week. A third shift shall
be reserved for scheduled station maintenance. Other Navy/Marine Corps
sites such as Patuxent River, MD, Lakehurst, NJ, North Island, CA,
Crane, IN, and Cherry Point, NC may require support service. Also, NOAA
in Kansas City, MO and the Northrop Grumman Corp. Logistics Technology
Center in Chesapeake, VA may require support service. Repair of
Repairable services shall consist of inspection, diagnostic testing,
troubleshooting, repair, adjustment, alignment, calibration, materials,
and technical support necessary to return CASS assets to a Ready For
Issue (RFI) condition. The contractor shall supply experienced
engineering personnel at contractor's facility to provide the expertise
required for on-call support to CASS users. The contractor shall
provide asset/component failure mode analysis with data collection in
support of NAWC A/D Lakehurst CASS engineering reliability and
maintainability program. The Navy intends to procure these services
under the authority of 10 USC 2304 (C)(1), FAR 6.302-1. Lockheed Martin
is the designer, developer and original equipment manufacturer of the
CASS stations and is the only known company with the capability to
support this requirement. All responsible sources are encouraged to
submit a proposal which may be used by the government in determining
whether to conduct a competitive procurement. Responses must be
received in writing no later than 15 days after publication of this
notice and reference N68335-98-Q-0279. A determination by the
government not to open this requirement to competition based upon the
responses to this notice is entirely within the discretion of the
