Warfare Center, Weapons Division is seeking industry participation in
Weapons Survivability Laboratory (WSL) Support. The primary focus of
this notice is to identify interested Small Business sources for
information and planning purposes only. Proposed submissions of
interest and/or statements of capability are restricted to small
business entities. All submittals must be unclassified. Contractors
should appropriately mark any data that is proprietary or has
restricted data rights. This announcement is open until 5:00 PM PST,
August 10, 1998. The Contractor will support research, development,
test, and evaluation programs under the cognizance of the Weapons
Survivability Laboratory (WSL) in the Survivability and Lethality
Division of the Aircraft Weapons Integration Department,
Fighter/Attack. The contractor will perform planning, design,
fabrication, instrumentation, test site preparation, testing, data
collection, data reduction, logistics, and maintenance of aerospace and
weapons systems, sub-assemblies, components, simulators, test support
hardware, and test support equipment. Additionally, the contractor will
perform preventive and corrective maintenance of WSL test support
facilities as well as logistics and inventory control of WSL property
and future acquisitions. The following background information is
provided to inform the contractor of the technical requirements that
exist in the WSL environment. Technical support will involve, but is
not limited to, the following: Evaluation of the survivability of U.S.
aircraft and missiles against foreign threats; Evaluation of the
lethality of U.S. weapons against foreign aircraft and missiles; Safe
separation studies of free fall and other weapons; Aerodynamic studies
of weapons and recovery systems; WSL logistics, inventory control, and
property management; and Maintenance, upkeep, repair, and improvement
of WSL test facilities and equipment. Test Support Systems and
simulators developed, fabricated and/or installed by the contractor
shall perform according to test program technical requirements while
operating in an environment of explosive detonations, high-velocity
projectiles and fragments, fires, airflow velocities up to 610 knots,
water, oils, and fuels. Test programs are quite often unique and may be
conducted only once. The contractor shall develop, fabricate, calibrate
and inspect his systems to insure that they are technically adequate
during a one-time event. The Government will provide WSL project and
facility program schedules. The Government reserves the right to make
program schedule changes. The contractor shall perform the following
tasks which will be identified on individual delivery orders: Planning
-- Attend test planning and test scheduling meetings and schedule
contract support in accordance with test program requirements,
schedules and milestones. Design -- Perform a wide range of general
mechanical, aerospace and electronics engineering design and drawing
tasks relative to aircraft and missile simulators, structural support
assemblies, special equipment, facilities and data acquisition systems.
The contractor shall correct and document any design characteristics
that are found to inhibit or make fabrication unnecessarily costly but
that do not otherwise alter performance or system effectiveness
characteristics. Fabrication -- Perform a wide range of general
mechanical, aerospace and electronic fabrication tasks. Fabricate,
modify, disassemble, repair, and reassemble aircraft and missile
airframe and propulsion systems, simulators, structural support
assemblies, fixtures, replicas, representative aerospace structural
test panels, special test equipment, electronic components and data
acquisition systems. Testing -- Prepare and set up test aircraft and
weapons systems, fixtures, hardware and instrumentation at test sites
prior to testing. Conduct preparation, pre-test inspection, operational
checks and operation of aircraft and missile systems; turbojet,
turbofan, turboshaft, and reciprocating engines; data acquisition, data
reduction and control systems; color video systems; transducers and
thermocouples; and test support equipment and systems, including but
not limited to: High velocity airflow system, Fuel temperature
conditioning system, Portable airflow system, Oil/water separator
system, 65,000 lb. straddle crane, CO2 fire extinguishing system, and
Light water fire extinguishing system. Logistics -- Responsibilities
include, but are not limited to, supplies and equipment procurement
research and recommendations and inventory control of hand tools and
equipment not identified in position performance specifications tool
kit listings; maintaining and updating the WSL inventory and
maintaining the WSL library consisting of aerospace technical
publications, product directories/catalogs and weapon systems
maintenance logs. Technical Materials -- The contractor shall procure
materials, supplies, or minor equipment to support specific delivery
order requirements. Typical examples of such procurements are raw
materials (steel plate, aluminum extrusions, etc.) or minor equipment
such as pneumatic tools. Ownership of any such materials or equipment
procured will remain with the Government. Work will be performed
primarily at, but not limited to, the WSL, NAWCWPNS, China Lake, CA.
