debi.foster@fema.gov. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6 and issued under the authority of FAR Subpart 13.5 "Test Program
for Certain Commercial Items," as supplemented with additional
information included in this notice. This RFQ, EMV-1998-RQ-0042, is to
purchase the Government's minimum requirements as follows: Item 1:
five each Goodman Ball Incorporated (Menlo Park, CA) Model 3000 WPS or
equal, 3,000 gallon per hour (GPH) Water Purification Systems (WPS)
with a Nuclear, Biological, and Chemical (NBC) filtration system (to
include five each operations and maintenance manuals). The WPS must
have its own diesel power source, external power sources should be
back-up only. The WPS must be mounted on its own trailer, lightweight
and easily transportable, by land or air. The 3000 GPH WPS must be
capable of processing 3000 gallons of potable water per hour and have
a NBC capability that will allow the production of uncontaminated
potable water.In addition, the system must have the capability of being
upgraded when newer modules are developed (i.e., Reverse Osmosis). All
components of the WPS must meet ANSI and OSHA standards/
specifications. Modules must be easily accessible for maintenance and
replacement. Item 2: User maintenance must be easy, simple, and
telephonic technical assistance must be readily available from the
vendor, at no additional charge to the Government, during the vendor's
normal business hours, for one year from time of award. Item 3:
Training is to be provided for two employees at each delivery location
(for a total of ten employees receiving training). One each WPS are to
be delivered, FOB Destination, to: Bothell, WA, 98021; Denver, CO
80225; Denton, TX 76201; Maynard, MA 01754; and Thomasville, GA 31792.
Warranty information must be provided with your quotation. Submission
of descriptive literature is required for this quotation. Descriptive
literature shall be provided detailing the overall dimensions and
technical capabilities that shall prove that the item being offered
meets the Government's minimum requirements and that the equipment
offered is capable of functioning as a complete system as stated in the
specifications. The purpose of this requirement is to (1) establish
exactly what the bidder proposes to furnish and (2) to provide
specifications for the offered product that may not be readily
available to the Government. The descriptive literature will be
evaluated to the extent of determining before award whether the
products offered meet the Government's minimum requirements and are
capable of functioning as a complete system. Each destination listed
will be the place of inspection and acceptance for that WPS. This
announcement constitutes the only solicitation; offers are being
requested and a written solicitation will not be issued. The
solicitation is issued as a Request for Quotation (RFQ). Contractors
must meet all requirements detailed in this synopsis. Please specify
best delivery time ARO (required delivery time will be 60 days ARO). It
is anticipated that a firm-fixed price single award purchase order will
result from this RFQ. The Government will make award to the responsible
offeror whose offer meets all of the stated requirements as listed
above and offers the lowest price to the Government. Past performance
will also be evaulated and the selected contractor must have at least
an acceptable past performance record. Please provide with your quote
five recent sources that can verify past performance of similar items
of comparable dollar value. All product requirements identified in this
notice must be met by an offeror's product in order for the product to
be considered. Failure to meet any of the requirements will eliminate
the proposed product from further consideration. Failure of an offeror
to submit descriptive literature for a proposed "or equal" product will
result in that product being rejected from further consideration.
Further, descriptive literature which fails to show that the proposed
product complies with the requirements stated above will result in the
rejection of that product. Offerors are to include a completed copy of
the provisions at 52.212-3 Offeror Representations and

Quotes are being solicited on an unrestricted basis. The SIC is 3589,
the small business size standard is 500 employees. The due date for
