Point Powerplant, located on the Gunnison River in Montrose County,
Colorado. The powerplant is located about 22 miles east of the town of
Montrose, Colorado just off of U.S. 50. Montrose is the nearest rail
head. The powerplant includes two 97 MVA hydro-electric generators. The
two existing generator breakers are 12,500 volt, 5,000 ampere rated,
Westinghouse Type CA compressed air breakers. They are approaching the
end end of their reliable life and need to be replaced. The Government
has identified three distinct options towards replacing these two
circuit breakers. Option 1.- Replace the two compressed air circuit
breakers and the associated switchgear assemblies, including
disconnects, a ground switch, potential transformers, current
transformers, and some segregated phase bus, with a complete new
switchgear lineup using SF6 type breaker elements. This new switchgear
would need to fit existing space and connect to the existing
generators and the segregated phase bus to a power transformer bank.
Option 2.- Replace only the breaker elements, with new SF6 type
elements designed as drawout type retrofit units into the existing CA
breaker switchgear assemblies. This option will only be considered if
the retrofit assembly, including existing switchgear and new breaker
elements, has a short-circuit rating at least 72,000 amperes. Option
3.- Rehabilitate the two existing Westinghouse Type CA breakers. This
option will only be considered if (1) the breakers are rehabilitated
using parts identical to the original specified parts; (2) if a
completely new Type CA breaker can be fabricated and furnished as a
spare; and (3) if the proposal includes sufficient justification for
using this type breaker technology with its slower breaker operating
times. A site visit is scheduled for August 12, 1998. Details may be
