70 -- SUPERVISORY CONTROL & DATA ACQUISITION (SCADA) SYSTEM SOL DACW54-98-R-0028 POC Sherrel Sholar, CESAW-CT (910-251-4866) This is Notice of Intent to award a SoleSource contract to HSQ Technology, 1435 Huntington Avenue (PO Box 2248), S. San Francisco, CA 94080, for the upgrade of the present SCADA System to make the System Year 2000 compliant. The upgrade items will include RTU's to replace existing Zycom RTU's and a new SCADA computer system with upgraded software and programs to perform the same functionality as the existing system. The Contractor will be required to provide training of Government personnel and 1 year of maintenance support for Contractor-furnished equipment and software. It shall be the responsibility of the Contractor to know all aspects of existing SCADA System in order to build the upgrade system. The current operating system uses proprietary software designed by HSQ for real-time SCADA. Special application programs and reports were written to operate under this software for individual needs of process monitoring and power and pumping controls. Equipment delivery and installation is required 180 calendar days after Contractor receipt of Notice of Award, and shall be made to powerhouses at Bassett and Boydton, Virginia. This Notice of Intent is not a request for competitive proposals. However, all responsible sources may submit information which clearly demonstrates their ability to provide the required equipment and services. Submitted information will be considered solely for the purpose of determining whether to conduct a competitive procurement.
