procure a basewide Indefinite Delivery/Indefinite Quantity (IDIQ) type
contract for the base year plus four (4) one-year option periods to
purchase, install, repair and replace floor covering. This requirement
includes and covers provisions for all materials, labor, equipment and
transportation necessary to install underlayment, resilient flooring,
wall base, carpet and carpet tiles, including asbestos abatement of
vinyl asbestos tile and mastic. Furniture lifting is required. Multiple
awards are contemplated. Potential offerors must be located within 120
mile radius for quick response. Paper copies of the solicitation will
not be provided. The solicitation and PWS will be available on the
World Wide Web on or about 27 July 1998. The web site address is
http://www.pixs.wpafb.af.mil/. You may download and print the file from
the WWW. There is no fee for this solicitation. A registration page
will be attached to the web site. You are not required to register,
however when you register, you will receive notice of any amendments
and/or addendum that may be issued to the solicitation. If you do not
register, it is your responsibility to review the web site for any
changes to the solicitation. Contractors that are debarred, suspended
or proposed for debarment are excluded from receiving contracts. Bids
prepared by debarred, suspended or otherwise ineligible contractors are
at the risk and expense of the contractor. Potential offerors would use
established channels to request information, pose questions, and voice
questions before resorting to use of the ombudsman. All responsible,
small business sources may submit a proposal which shall be considered.
No telephone requests. Only written or faxed requests received directly

from offerors, or potential offerors, during the proposal development.
The purpose of the Ombudsman is to communicate contractor concerns,
issues, disagreements, and recommendations to the appropriate
government personnel. Existence of an Ombudsman does not diminish the
authority of the program director or the contracting officer.
Accordingly, the Ombudsman does not participate in the preparation of
solicitations, the evaluation of proposals or the source selection
process and, therefore, for routine matters on individual
