76 -- LEGAL PUBLICATIONS SOL JEJMD-98-0020 POC Miles Stroman (202) 307-1969 The Department of Justice, Justice Management Division, intends to negotiate with Matthew Bender Company, for subscriptions to the updates and supplements for various legal publications. The Matthew Bender publications contain copyright protected information which is utilized by Department attorneys for research and trial preparation. The following is a representative list of the publications: Accounting for Government Contracts, Federal Acquisitions Regulations, Criminal Law Advocacy, and US Customs Laws. These publications contain narrative analysis, criticism or evaluation of current legal issues, case law and/or statutes which are organized and indexed for research. The required Matthew Bender publications are all copyright protected and thus Matthew Bender is the only known source for the updates and supplements to the Departments existing Matthew Bender publications. The statutory authority for the proposed procurement is 41 U.S.C. 253(c)(1), only one responsible source. This is not a formal solicitation, however, interested concerns must respond withing 45 days from the date of this synopsis with written documentation, detailed data and pricing information, which clearly demonstrates their ability to perform this requirement. Responses received as a result to this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as either bids or proposals. A determination by the Government not to open this requirement to competition based upon the written responses to this notice is solely within the discretion of the Government. The proposed contract will supply Department locations nationwide. The anticipated period of performance under any resultant contract will be for a base year and two options years.
