Broad Agency Announcement -- The Army Research Laboratory (ARL)
announces its plans to issue a FY99-00 Broad Agency Announcement (BAA)
under the provisions of Federal Acquisition Regulation, paragraph
6.102(d)(2)(i). This BAA covers the basic and applied research needs of
the ARL, and is directed towards the specific business areas for which
the ARL has Army-wide responsibility. The research areas and topics
included in the FY99 ARL BAA are: RESEARCH AREA 1 -- Information

High-Performance Computing Technology. A technical point of contact and
telephone number for each topic in the BAA will be included for
clarification purposes. ARL is an active supporter and advocate of
Historically Black Colleges and Universities and Minority Institutions
(HBCU/MIs) program. ARL intends to set aside certain topics listed
above, exclusively for HBCU/MI participation. Prior to ARL's final
determination of set-aside topics, ARL encourages HBCU/MIs to provide
an overview of their research programs as well as prior experience and
capabilities as it relates to one or more of the topics above. The
overview shall not exceed five (5) typewritten (8 1/2 x 11) pages,
clearly identify the topic area and is to be submitted to ARL no later
than 24 July 1998. If you have any questions regarding the set-aside

20783-1197. Final HBCU/MI set aside topics will be specifically
highlighted in the BAA as posted on the ARL BAA homepage. Release of
the ARL BAA is anticipated for late September 1998, which will
supersede the FY97 ARL BAA issued August 1996. The BAA will NOT BE
AVAILABLE IN HARD COPY. The BAA will only be available on the ARL BAA
homepage (http://w3.arl.mil/baa). It is strongly recommended that
proposals submitted under this BAA be received at the appropriate
address stated in the BAA prior to December 15, 1998 in order to be
considered for award in Fiscal Year 1999; however, proposals will be
accepted at anytime during which the BAA is in effect.This BAA will
remain in effect for a period of two years or until superseded.
However, the BAA will be reviewed annually to incorporate
administrative changes, such as POC and phone numbers. In addition,
technical amendments may be issued periodically. The issuance of any
technical amendment will be announced in the Commerce Business Daily
(CBD) and will be available in its entirety on the ARL BAA homepage
(http://w3.arl.mil/baa). Proposals should indicate whether they are
from a large or small business, Historically Black College or
University or other Minority Institution (HBCU/MI), and/or foreign
owned, controlled, or influenced firm or organization. All responsible
sources may submit a bid or proposal which will be considered by the
