The purpose of this solicitation is to provide program support for the Federal Highway Administration's (FHWA) International Technology Scanning Program. The Scanning Program makes use of expert teams traveling abroad to see foreign highway innovations and practices in action that could benefit the United States (U.S.), and to get to know their foreign counterparts. Personal domestic and international networking, team dynamics, and the creation of domestic champions for promising foreign ideas are keystones of the methods used. Each international technology scan focuses on a topic of high interest to the domestic transportation community. Topics are selected by FHWA and its partners (the American Association of State Highway and Transportation Officials (AASHTO) and the National Cooperative Highway Research Program (NCHRP) of the Transportation Research Board (TRB)) through a careful screening process. Topics can be broad or narrow in scope, and can concern technical, managerial, or policy matters. Successful implementation in the U.S. of the world's best practices is the goal of the this program.
