SYNOPSIS@PHIL.FISC.NAVY.MIL. The Fleet & Industrial Supply Center
(FISC) Norfolk Philadelphia intends to procure Contractor Engineering
Technical Services (CETS) in support of the T56 powerplant for the P3
and E2/C2 aircraft, engineering monitoring system ground station and
associated equipment for the Naval Aviation Engineering Service Unit
(NAESU), Philadelphia. The proposed effort will commence 1 Nov 98 and
end 31 Oct 99 with one twelve (12) month option period extending
performance to 31 Mar 00. This effort will be covered by a new contract
and/or existing contract. This solicitation will contain specifications
for Contractor Field Service representatives (i.e. AFR, LSR) as
appropriate. The place of performance is various Fleet and Shore
Activities and will be specified in the forthcoming
Request-For-Quotation. The eventual contract action is for services the
Government intends to solicit and negotiate with Allison Engine Company
of Indianapolis, IN under the authority of FAR 6.302-1. Allison Engine
Company is the only provider of the services. This notice of intent is
not a request for competitive proposals. Interested parties may
identify their interests and technical capability to respond to this
requirement. Interested parties who contend they are technically
qualified should submit, within forty-five (45) days from publication
of this notice, specific factual data, including but not limited to:
technical resumes, corporate management, corporate experience, and
other pertinent information as so desired, to be used as an evaluation
basis to determine competence to successfully perform the required
services. All technical proposals received within the 45 day notice
will be considered by the Government. The Government reserves the right
not to open this requirement to competition based upon technical
responses to this notice. Technical responses and requests received as
a result of this notice of intent will normally be considered solely
for the purpose of determining whether to conduct a competitive
procurement. The Government will not pay for information received.
