Implementation for the Laboratory Integrated Delivery System --
Committed Volume Standardized Items The Defense Supply Center
Philadelphia (DSCP) Directorate of Medical Materiel intends to amend
Broad Agency Announcement (BAA #98-01) for the Laboratory Integrated
Delivery System (LIDS) to implement Phase II entitled Committed Volume
Items. Complete details, including the list of items and the list of
participating facilities, will be published on or about August 1, 1998.
In order to be eligible to participate in Phase II, a "Concept
Proposal" addressing Phase I must be received by DSCP before issuance
of the amendment. Phase II involves a select group of items used by
various customers. The prime criteria for these items are wide use with
sufficient frequency of demand to warrant special management and
pricing. The initial customers will be within DoD Healthcare Region VI
which includes 14 Air Force facilities, 4 Army facilities and 1 Navy
facility. All items may be "Brand Name or Equal" commercial products
which will be identified by the manufacturer's commercial item
description and part numbers and conform to the manufacturer's
commercial specifications. Split awards may be made for the preferred
pricing catalog within ECAT. The customers will receive all their
preferred items from the source or sources for the duration of the
contract under the preferred pricing catalog within ECAT. Questions may
