is conducting market research to determine if there are contractors
with the ability to provide pilot training services currently titled by
the USAF as the Enhanced Flight Screening Program. The objective of
this program is to screen prospective Specialized Undergraduate Pilot
Training (SUPT) students. This program will identify students who have
the potential to complete the USAF SUPT Program and will screen out
those who do not have that capability. The following research elements
include aircraft availability and ability to screen approximately 2000
students per year. This does not constitute a current or future
Government requirement. Any information provided to the Government is
strictly voluntary. The Government will not be liable for any costs
incurred by the contractor. To this end, industry is invited to submit
capability information demonstrating the ability to meet any or all of
the following: (1) Access to sufficient number of complex, two seat
(min), (160hp min, 180hp preferred) aircraft to fly and screen
approximately 2000 students per year. Availability through ownership or
lease options. The Government estimates approximately 110 aircraft with
maneuvering and spin capability and aircraft handling characteristics;
(2) Capability to screen approximately 2000 students per year. It is
assumed that the students have no training and that training would take
the student through completion of private pilot license; (3) Capability
of screening the students utilizing AF provided screening syllabus; (4)
Sufficient infrastructure to support this workload and operation; (5)
Demonstrated operation of a professional work environment in both
approach and appearance; (6) Is the contractor required to accomplish
annual inspections to ensure compliance with FAA operating standards?
(7) Have the contractor's instructional programs (if any) including
standards, evaluation and pilot information file procedures been
reviewed and approved by either FAA or State regulatory authority?
(8)Does the contractorenforce aircraft operating restrictions and
checkout standards in accordance with the Federal Aviation Regulation
(FAR)? Is the contractor's restrictions and standards higher than that
required by FAR? (9) Is contractor's safety record comparable to the
general aviation safety record? What is the contractor's accident rate
per 100,000 flight hours? (10) Is the contractor required to ensure
that his.her participating pilots attend monthly safety meetings? (11)
Does the contractor comply with all manufacturers service bulletins as
if they were air worthiness directives? (12) Does contractor overhaul
aircraft components at the manufacturers recommended time between
overhaul (TBO)? (13) Following major maintenance, does contractor
perform a functional check flight (FCF) on the aircraft before placing
it back on the line? (14) Cost estimate and comparison between
offering 25 hours vs. 40 hours flying time training program, each to
include all ground training. (15) Cost comparison of a flying program
with aerobatics, a program without aerobatics, and a program with spin
and advanced handling. (16) Would your proposed operation be performed
regionally or centralized? Alternative methods of meeting the
objectives of the AF Enhanced Flight Screening program are encouraged.
