The 89th Contracting Squadron at Andrews AFB intends to issue and post on the internet ( scott.tim@andrews.af.mil ), on or about 28 July 1998, the solicitation package (and amendments to the solicitation, if any) for Project AJXF 97-8006, Repair HVAC, Building 1208, AAFB, MD. The project consists of providing all plant, labor, equipment, and materials and performing all operations necessary to provide new HVAC systems, roofing, and window replacements in Building 1208. The work includes but is not limited to: Removing existing HVAC system, including ductwork, air handling units, ductwork controls, condensers, and air distribution devices; removing and properly disposing of hazardous materials, including asbestos insulation; removing existing lay-in ceiling tile and grid inclusive of lighting and other ceiling appurtenances; removing existing windows, frames, and hardware; remove gravel ballast on roof and existing roof mounted equipment including fans, flues, vents, and related materials; removing existing electrical wiring/conduit; removing existing exterior canopy; removing fuel oil from oil piping and from underground tank; providing new split system HVAC system including new gas furnaces, air handling units, controls and related accessories; providing new air distribution system throughout building including ductwork, diffusers, registers, exhaust fans, ducting, and controls; provide new gas fired domestic water heater and water; provide new DDC building control system for building HVAC; provide test and balancing of all equipment; provide new standing seam metal roof and structure; provide new lay-in acoustical ceiling tile; provide new thermally efficient window systems; provide new electrical work; provide new fire alarm system including control panel, detectors, and alarms. Total contract performance period is 180 calendar days. The proposed procurement is being issued as an unrestricted acquisition and is subject to the evaluation criteria contained in DFAR 252.219-7008, Notice of Evaluation Preference for Small Disadvantaged Business Concerns -- Construction Acquisitions -- Test Program. Award will be made to the offeror who the Government determines can best accomplish the necessary work to satisfy the requirements set forth in the RFP in a manner most advantageous to the Government. The Government reserves the right to award a contract to other than the low offeror. Offer guarantee will be required prior to award. For information purposes, the applicable Standard Industrial Classification Code (SIC) is 1542.
