seeks a Television Master Control System that shall be capable of
delivering four (4) separate analog NTSC television channels to the
Armed Forces Radio and Television Service (AFRTS) Television -- Direct
To Sailor (TV-DTS) satellite transmission network. The System shall be
comprised of three subsystems, which shall include a video server
subsystem, a switching and signal routing subsystem, and a television
automation subsystem. The Video Server Subsystem shall provide a
tapeless, hard drive based video file storage system, which shall
include the capability to record, store, and playback television
programming material. The Switching and Routing Subsystem shall provide
on-air switching and routing of four television signals based upon
electronic control inputs from the Television Automation Subsystem and
manual inputs from master control room operators. The Switching and
Routing Subsystem shall also provide for all master control room video
and audio signal routing between all TV-DTS master control room
equipment and subsystems capable of receiving such signals. The
Television Automation Subsystem shall be the main control point for
TV-DTS master control room operations. The Television Automation
Subsystem shall be the primary entry point for schedule and playlist
data needed by TV-DTS equipment such as, for example, the Video Server
Subsystem. The Television Automation Subsystem shall be interconnected
to the AFRTS-BC Alamar automation system. This TV-DTS to AFRTS-BC
automation interface shall support full access and control by both
automation systems over all devices connected to both automation
systems. The solicitation shall include installation and training, both
at the contractor's facility (if applicable), as well as, Government
facilities. The Request for Proposal (RFP) shall be issued on about 98
JUL 24. There will be a pre-proposal conference held at the Armed
Forces Radio and Television Services, 1363 Z Street Bldg 2730, March
ARB, CA 92518-2017, which shall be listed in the RFP. Contractor
receiving the award must be registered with the Central Contractor
Registration (CCR) -- NO EXCEPTIONS. In order to register you may apply

have your DUNS number in order to apply (Dun & Bradstreet). The SIC
