Contracting Officer This is a combined synopsis/solicitation for
commercial item, prepared in accordance with the format in FAR 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation, and a separate written
solicitation will not be issued. This solicitation, No. RFQ-NCI-80164,
will include all applicable provisions and clauses in effect through
FAR FAC 97-05. The acquisition is being made in accordance with the
test program for using simplified procedures for certain commercial
items authorized in FAR 13.6. The solicitation is set-aside for small
business. The Standard Industrial Code is 3499 and the business size is
500 employees. REQUIREMENTS: The National Cancer Institute (NCI) on
behalf of the National Institute of Neurological Disorders and
Stroke/In Vivo NMR Research Center is soliciting quotations for a
Superconducting Magnet system. The National Institute of Neurological
Disorders and Stroke requires a high field horizontal bore magnet
including both radio-frequency and magnetic field shielding. This
magnet shall be capable of the following: 1.)shall provide a main field
strength of up to 11.74 Tesla when being operated in a persistent mode
at 2.2 degrees Kelvin. The minimum field shall be 9.4 Tesla. The field
direction shall be horizontal; 2.) field homogeneity shall be less than
0.5 parts per million peak to peak over a 15 centimeter sphere in the
center of the magnet; 3.) the intrinsic magnet drift rate shall be less
than one hundredth of a part per million per hour. Shall include active
drift correction capable of further reducing the drift to less than
four thousands parts per million per hour; 4.) the magnetic clear bore
shall be at least 310 millimeters in diameter; 5.) the main field
drift without active compensation shall be less than 0.01 parts per
million per hour, and the main field drift with active compensation
shall be less than 0.004 parts per million per hour; 6.) the system
shall consume minimal amounts of helium and nitrogen; 7.) the
Contractor shall provide a compatible rf and magnetic field shield; 8.)
the Contractor shall include a magnetic main field power supply and
super conductor shim supply; 9.) the Contractor shall supply the
necessary refrigeration units or dewar pumping stations including
backup; 10.) the Contractor shall provide and install all equipment and
ensure the initial performance of all equipment on-site according to
the required specifications. MANDATORY INFORMATION: In addition to any
descriptive literature and information that the offeror provides to
indicate that the stated requirements can be met, the following
information must also be provided for use in the technical evaluation
process; 1.) field homogeneity specifications (P-P) for 5 cm DSV, 10 cm
DSV and 12 cm DSV; 2.) all Helium and Nitrogen boil off rates; 3.) all
refill times for Helium and Nitrogen; 4.) all design specifications to
evaluate capability, including but not limited to overall dimensions,
superconductor type and amount, current, and approximate weight of
system; 5.) corporate experience in magnet design and construction,
including evidence of experience in building high field (>3T), large
clear bore (<10 cm) horizontal bore magnets; 6.)information on the
experience of any subcontractors utilized or essential component parts;
7.) details on the emergency discharge unit; 8.) details on
superconductor shim current access and ability to shim the main
magnetic field using the aforementioned shims (include any information
on the passive shimming capabilities of the system); 9.) details of
any active drift compensation; 10.) details of Helium and Nitrogen
filling logistics (this includes minimum ceiling height; 11.) details
of the rf shielding specifications and proposed layout with magnet in
place; and 12.) details of the magnetic field shield specifications
along with a draft drawing of the shield. EVALUATION CRITERIA: The
technical portion of quotations will receive paramount consideration in
selecting a vendor. However, price will also bea significant factor in
the event that two or more vendors are determined to be essentially
equal following the evaluation of technical factors. In any event, the
Governement reserves the right to make award to the vendor whose offer
provides the greatest overall value to the Government. Offers will be
evaluated based on the following technical evaluation criteria: 1.) The
system provides a minimum field of 9.4 Tesla which is required for the
high spatial, temporal, and spectral resolution studies that are
anticipated (25 points); 2.) the system provides the highest possible
magnetic field homogeneity over the largest DSV, and provides a minimum
field homogeneity of <0.5 ppm peake to peak over 15 cm diatmeter
sphere (DSV) in the cneter of the magnet (25 points); 3.) the ability
of the system to consume minimal amounts of Helum and Nitrogen (25
points); 4.) the demonstrated ability to design and construct high
field, large bore, horizontal magnets, including the feasiblity of the
proposed design with regard to the detail provided and technical
soundness/capability (25 points). Delivery shall be made F.O.B.
Destination, inside delivery. Offerors must provide information that
addresses the MANDATORY INFORMATION requested above, descriptive
literature, warranties, and/or other materials that demonstrate that
their offer meets all foregoing requirements. This solicitation
Incorporates the provisions at FAR 52.212-1, INSTRUCTIONS TO
OFFERORS-COMMERCIAL ITEMS, at FAR 52.212-3, OFFEROR REPRESENTATIONS AND
CERTIFICATIONS-COMMERCIAL ITEMS. The latter provisions includes the
DUNS Number addendum. The resulting contract will incorporate the
requirements of the Clause at 52.212-, CONTRACT TERMS AND
CONDITIONS-COMMERCIAL ITEMS, and the requirements contained in
paragraphs (a) and (d) of the clause at FAR 52.212-5, CONTRACT TERMS
AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE
ORDERS-COMMERCIAL ITEMS-DEVIATION FOR SIMPLIFIED ACQUISITIONS. The
Contract will also incorporate the following FAR clauses cited in
paragraphs (b) and (c) of the latter clause: FAR 52.222-26, EQUAL
OPPORTUNITY; FAR 52.222-35, AFFIRMATIVE ACTION FOR SPECIAL DISABLED AND
VIETNAM ERA VETERANS; FAR 52.222-36, AFFIRMATIVE ACTION FOR HANDICAPPED
WORKERS; FAR 52.222-37, EMPLOYMENT REPORTS ON SPECIAL DISABLED VETERANS
AND VETERANS OF VIETNAM ERA; AND FAR 52.225-3, BUY AMERICAN
ACT-SUPPLIES. Offerors must submit a complete copy of Representations
and Certifications, including the provision for the DUNS Number (FAR
Clause 52.204-6), with their offer. Offers are due 20 days after the
publication date of this notice by 2:30 p.m. EST on July 29, 1998.

complete SF 18 or 1449, signed by an individual authorized to bind the
organization; 2) a Schedule of Offered Supplies/Services containing
pricing for the item being offered, published price lists (if
applicable), and a delivery schedule; 3) completed Representations and

descriptive literature indicating that the offer meets the stated
requirements; 5.) acknowledgment of amendments, if any. The
