synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are being requested and a written
solicitation will not be issued. This notice is an RFO conducted under
NASA's midrange procedures. This procurement is being conducted under
the authority of FAR Subpart 13.5, Test Program for Certain Commercial
Items. The Government intends to procure a vacuum chamber with all
necessary pumps and controls, subject to following specifications:
water-cooled stainless steel bell jar vacuum chamber, bell jar 36
inches internal diameter and 24 inches high with 3 mounting tabs and
four 6.0 inch conflat flanges for viewports. Viewport flanges should be
set 90 degrees apart around circumference of ball jar, with centers
being halfway along height of bell jar. Scavenger plate shall be
mounted over one port; base plate shallbe 36 inches internal diameter
and 8 inches high, stainless steel, with fifteen 2.75 inch conflat
flanges and one 14 inch conflat flange; equipped with heavy duty cart
with swivel casters and locks that contain all pumping and tabletop
instrumentation; equipped with vacuum system controller and vacuum
interlocks and mimic panel for automatic pumpdown and override manual
control; supplied with fully motorized electric or pneumatic hoist with
90 degrees rotation for raising and lowering bell jar; vacuum chamber
shall operate in range of 1 x 10-6th power to 760 torr; equipped with
mechanical pump capable of pumping empty bell jar from atmosphere to 1
x 10-2nd power torr in less than 5 minutes; equipped with cryogenic
pump with water cooled compressor with 14.0 inch conflat flange and
digital temperature monitor. Pumping speed shall be 9000 liters per
second for water and 3000 liters per second for air. Cryogenic pump
shall be equipped with automatic regeneration capability. Cryogenic
pump system shall have roughing valve and Convectron gauge for
roughing; equipped with automatic electro-pneumatic 12 inch internal
diameter conflat gate valve to interlock with system controller for
pump down and pressure control; be equipped with pressure control and
vent system to control following: a) bring system to specified set
point pressure (within range of 1 x 10-6th power to 760 torr) and
maintain at set point pressure for steady state measurements; b) follow
user specified transient pressure profile, regulating rate of pump down
and venting. System shall be capable of venting from 1 x 10-3rd power
to 10 torr in 8 minutes, and pump down from atmosphere to 1 x 10-2nd
power torr in less than 5 minutes; system shall have necessary vent
valves to allow backfilling either atmospheric air or dry nitrogen;
system equipped with Granville-Phillips Stabil-Ion gauge system, or
equal, necessary for controlling venting rate from 1 x 10-3rd power to
10 torr in 8 minutes with a) certified NIST traceable Stabil-Ion gauge
with less than 2% uncertainty of readout at midrange; b) convectron
having less than 3% uncertainty of readout in operating range; equipped
with all necessary stainless steel hardware, valves and controls for
hands-free operation; equipped with feedthroughs to accommodate
following instrumentation: 30 type K thermocouples; 10 type T
thermocouples; 2 conductors carrying 240 volt, 50 amp AC signal; 10
pairs of conductors for measuring voltages (1 millivolt up to 1 volt);
4 liquid feedthroughs (.375 inches diameter); all system components
shall operate on either single phase, 110 volt, or 3 phase, 230 volt,
30 amps power; be thoroughly leak checked and functionally tested prior
to delivery. Provide with system all leak check results and performance
test data; assemble overall system upon delivery; provide 2-day
training on operation/maintenance of overall system; provide 2 complete
sets of operation/maintenance manuals for system components and
sub-components, including electrical and vacuum schematics and parts
list; system components/sub-components with internal clock must be Year
2000 compliant. The provisions and clauses in solicitation are those in
effect through FAC 97-04. This procurement is a total small business
set-aside. See Note 1. The SIC code and small business size standard
for this procurement are 3829 and 500 employees, respectively. The
offeror shall state their size status for this procurement. All
qualified responsible small business sources may submit an offer that
shall be considered by the agency. Delivery to NASA Langley Research
Center is required within ninety (90) days ARO. Delivery shall be FOB
Destination at Building 1267 Room 119. The DPAS rating for this
procurement is DO-C9. Offers for the item(s) described above should be
mailed to the identified point of contact (or bid distribution office)
by the date/time specified and include: the information required by FAR
52.212-1, solicitation number, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Award
will be made on a Standard Form 1449. Offerors shall use the SF 1449

INFORMATION FOR ELECTRONIC FUNDS TRANSFER. Please note that payments
are to be made by electronic funds transfer, accordingly, you must

information may delay or prevent the receipt of payments through the
Automated Clearinghouse Payment System. If the end product(s) offered
is other than domestic end product(s) as defined in clause 52.225-3
entitled "Buy American Act-Supplies," the offeror shall so state and
shall list the country of origin. FAR 52.212-2, EVALUATION-COMMERCIAL
ITEMS (OCT 1997). Selection and award will be made (on an aggregate
basis) to the lowest priced, technically acceptable offeror. Technical
acceptability will be determined by information submitted by the
offeror providing a description in sufficient detail to show that the
product offeror meets the Government's requirement. You shall discuss
Year 2000 compliance methodology in your proposal. Price shall be
displayed as follows: 1) Vacuum chamber; 2) Installation; and 3)
Documentation. Offerors must include completed copies of the provision
at FAR 52.212-3, Offeror Representations and Certifications --
Commercial Items with their offer. These may be obtained via the
