enter into a service contract for the E-3 AWACS Mission Training Center
(MTC) Program through full and open competition to provide a training
capability for aircrews using E-3 AWACS systems. The E-3 AWACS MTC
program will provide a Distributed Mission Training (DMT) capability
for the E-3 AWACS units in Air Combat Command (ACC) and Air Education
and Training Command (AETC). This acquisition anticipates employing a
Commercial Training Simulation Services (CTSS) approach, similar to the
F-15C Aerial Combat Enhanced Simulation (ACES) contract, awarded Nov
1997. The E-3 AWACS MTC program will provide HQ ACC a simulation
service at Tinker AFB OK to support full mission training for all AWACS
mission crew operators, including briefing, debriefing, and operations,
for a full range of AWACS employment options in a DMT environment. The
service will also provide an E-3 MTC at Tyndall AFB FL to support
AETC's Undergraduate Controller Training for all AWACS mission crew
operators, including briefing, debriefing, and operations, for a full
range of training scenarios in either an integrated mode in a DMT
environment or a stand-alone mode. The E-3 AWACS MTC contract will
allow the Government to buy services on an availability basis, versus
a device or hardware. The contractor is expected to own all hardware
and software, and be responsible for all trainer concurrency and
technology upgrades with the current aircraft configuration.
Instructors and courseware will be provided by the Air Force. The
contractor shall be responsible for system operation instruction;
system maintenance; product baseline management; training system
modification; and system availability. The contractor shall maintain
the training devices concurrent with the changing configuration of the
fielded E-3 AWACS aircraft and insert new technology, as it becomes
available. The service is expected to be placed on contract by Nov 98
with service commencing by Oct 00. We have made several important
changes to this acquisition. First, the Initial Training Capability
required in Jun 99 has been deleted from this program. This contract
will provide a full MTC capability by Oct 00 at Tinker AFB. Second, we
have changed the AETC fielding schedule from 3 MTCs in Mar 00. We will
require the first Tyndall site by Jan 01.. Third, we are pursuing an
early services approach to alleviate risk. A related Request for
Information will be published in the CBD and posted on PIXS. The System
Capabilities Requirements Document will be posted on PIXS at least one
week prior to our second Industry Day. Your company is invited to
participate in our second Industry Days on 22-24 July 98 at
Wright-Patterson AFB, OH. One-on-one meetings will be held on 24 July.
The location for the 22-23 July meeting will be Area B/Bldg. 560 (B-1
SPO along the flightline)/Rm. 205. There are approximately 100 seats
available. RSVP for the meeting is requested NLT 17 July 98. The agenda
and time for the meeting will be posted on the Air Force Pre-Award
Information Exchange System (PIXS). This meeting will focus on system
requirements, associated cost, schedule and technical concerns, risk
assessment and acquisition strategy. The results of this meeting will
affect significant aspects of both the acquisition strategy and the
resultant solicitation/contract. This procurement will utilize an
electronic bulletin board for the bidders' library in an effort to
streamline the communication process between the Government and
industry. All releasable E-3 AWACS MTC information will be posted on

selected contractor shall be required to hold a Secret facility
clearance in order to participate on this program. As stated above, the
government intends to contractfor the acquisition of training flight
hours only, and anticipates adequate price competition will be
sufficient to justify price reasonableness. As part of the source
selection process, the government will require interested parties to
demonstrate their capability in order to assess the realism of the
proposed schedule and prospective training utility. An ombudsman has
been established for this program. The only purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
concerns during proposal development phase of the acquisition.
