Program Office (IPO) plans to release a draft Request for Proposal
(DRFP) for the Pre-Total System Performance Responsibility (Pre-TSPR)
acquisition in 2QFY99. The previous schedule for the Pre-TSPR phase,
presented at the 21 Nov 1996 NPOESS Optimized Convergence briefing to
industry, reflected our initial plan to make a DRFP available for
industry review in Nov 1998 with an RFP to follow in Feb 1999. We now
anticipate release of the DRFP in Feb 1999 and an RFP release in June
1999, with a minor reduction in the originally estimated period of
performance for the Pre-TSPR effort. This schedule adjustment will
allow the Government to refine further its Pre-TSPR/TSPR requirements
based on additional studies currently being conducted. There is no
change to the initial plan to conduct the TSPR down-selection in 2Q01.

an Ombudsman has been appointed to hear concerns from potential
offerors during the planning phase of this acquisition. The purpose of
the Ombudsman is not to diminish the authority of the System Program
Director or the Contracting Officer, but to assist in communicating
offeror concerns, issues, disagreements and recommendation to the
appropriate Government personnel. When requested, the Ombudsman will
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the
