operates the Los Alamos National Laboratory (LANL) under contract to
the Department of Energy (DOE), solicits interest from companies
wishing to license, develop and market a unique new technology: the
Personal Continuous Air Monitor (PCAM). Conventional methods of
detecting airborne radionuclides in real-time require an instrument
(i.e. a Continuous Air Monitor, or CAM) in a fixed location, which
necessitates well-characterized airflow patterns in the work
environment. Los Alamos has developed a CAM designed to be worn on the
body (belt-mounted) with a breathing-zone sampling head. This allows
individuals to confidently enter work locations where airflow is not
well characterized. In addition, it allows individuals to enter
relatively inaccessible areas, such as pipe chases and tanks, without
worrying about CAM sampling locations or sample line losses. Further
development of the existing Los Alamos technology is planned for DOE
purposes; however, Los Alamos is also interested in exploring other
applications for this technology in collaboration with an industrial
partner. Any such collaborative development would need to be funded by
the industrial partner. Organizations with an interest in licensing
the existing LANL technology or entering into a collaborative
arrangement with Los Alamos to further develop this technology for
future commercialization must submit a written statement of intent. The
statement of intent must address the following important areas: (1) it
must provide a description of the organization's business and business
goals (2) it must demonstrate a strong and successful background in
instrumentation development, manufacturing, and sales; (3) it must
specify the organization's interest in commercializing the PCAM
technology and how this fits with the company's current product
offering and business focus; and (4) it must briefly describe the level
of financial resources available (e.g., annual report) and motivation
for participating in this program. Thestatement of intent must be
postmarked within thirty (30) calendar days of the date of this notice.
LANL will send each respondent that submits a statement of intent that
meets the above criteria a package outlining its selection criteria
and the relevant deadlines. These packages will be distributed within
thirty (30) calendar days of receiving statements of intent. Posted
