DESC: U.S. EPA's National Risk Management Research Laboratory (NRMRL)
is issuing under its Wet Weather Flow Research Program a "Request for
Assistance Application" (RFA) for a nonprofit or not-for-profit
organization to conduct research on performance and cost of pollution
prevention measures -- product substitution, controlled use, or
improved handling, storage, and drainage practices -- for preventing
the release of toxic pollutants to urban stormwater runoff. The
specific toxic pollutant(s), source material(s), and pollution
prevention approach(es) evaluated are to be proposed and justified by
the applicant. The pollution prevention approach(es) shall be selected
from the types listed above. NRMRL expects this solicitation to result
in a cooperative agreement (CA) with a 3-year project period. EPA
estimates that it will contribute $ 244,000 to completion of this
project. A minimum 5%-cost share is required of the recipient.
Evaluation criteria for proposals include responsiveness to the RFA
requirements, scientific merit, project staff qualifications,
facilities and equipment, and budget. This solicitation is made under
the statutory authority of the Clean Water Act, Section 104(b)(2) and
the Safe Drinking Water Act, Section 1442(a)(3). Through this RFA one
CA will be awarded to a nonprofit or not-for-profit organization
submitting a successful application. In response to letters of
interest, NRMRL will send out the solicitation package (RFA) on and/or
after August 3, 1998. All criteria must be addressed as stipulated
within the RFA; applicants not following the criteria will not be
considered. All requests for the RFA must be in writing, including
