SAMPLING AND ANALYSIS/SITE INVESTIGATION The Environmental Management
Division at Kirtland AFB, NM, requires hazardous waste stream sampling,
analysis, and site investigation. The prospective contractor will be
responsible for providing all personnel, equipment, materials,
supervision and management required to collect, package, weigh, label,
transport, analyze hazardous waste and/or material, and conduct site
survey and site investigations. In addition, the contractor will be
responsible for obtaining all necessary licenses and permits, and for
complying with any applicable Federal, State and local Laws, Codes and
Regulations governing handling and transportation of hazardous waste
materials and environmental protection. Certain tasks may require
performance in a low-level radioactive environment. Contractor office
within a 25-mile radius of Kirtland AFB, NM is required. The basic
contractual period will be from date of contract award until the end of
the fiscal year with four one-year option periods. Award will be made
in the aggregate. The proposed effort is being considered for 100
percent Small Business (SB) set-aside. The SIC code is 8744 with a size
standard of 500 people. The proposed effort is being considered for 100
percent small business (SB) set-aside; however, the Government reserves
the right to set the acquisition side for 8(a) Program set-aside, Small
Disadvantaged Business (SDB) set-aside, Historically Black Colleges and
Universities or minority Institutions (HBCU/MI) set-aside, based upon
responses to this synopsis. Interested 8(a), SDB, HBCU/MI must submit
(1) statement of capability in regard to performing the requirements
(2) past experience information to include company name, address,
contract number, phone number and point of contact to verify contractor
performance. This information should be submitted within 15 calendar
days of publication of this notice. An Ombudsman Program has been
established for this acquisition. The purpose of the Ombudsman is to
receive and resolve significant concerns from potential offerors when
they prefer not to use established channels of communication during the
proposal development phase of this acquisition. The Ombudsman will
communicate contractor issues, disagreements, and recommendations to
the appropriate government organization or individual. The role of the
Ombudsman is not to diminish the authority of the program director or
the contracting officer, but to present the company's concern, on a
non-attribution basis, if requested. The Ombudsman will maintain strict
confidentiality as to the source of the concern when requested. The
Ombudsman will not participate in the evaluation of proposals nor the
source selection decision for any specific acquisition. For questions
