Activity (DoDEA) Research and Evaluation (R&E) Branch requires an
analysis of requirements for collaborative World Wide Web (WWW)
applications to facilitate efficiency in accomplishing its mission. The
Department of Defense Education Activity (DoDEA) is a Department of
Defense field activity operating under the direction, authority, and
control of the Deputy Assistant Secretary of Defense for Personnel
Support, Families and Education. DoDEA provides education to eligible
Department of Defense military and civilian dependents from preschool
through grade 12 at sites both in the United States and overseas.
Current communication methods do not exploit the electronic media
available in today's modern infrastructure. Fully utilizing electronic
media would greatly facilitate the mission of R&E. CONTRACT SCOPE AND
OBJECTIVES: The contractor will provide DoDEA R&E with technical
guidance, demonstrations, alternative identification, recommendations,
and documentation in support of R&E's effort to improve their
processes. Specific activities will include analyzing current data
collection processes of R&E and identifying processes, techniques and
tools that R&E could access to fully utilize the WWW and internet
applications to facilitate more efficient data collection. When
complete, R&E will have identified cost effective tools and methods to
exploit the internet in support of their mission, and, be prepared to
continue with development and implementation of these tools. WORK TO
BE PERFORMED: The contractor shall perform a requirements analysis
based upon R&E's processes and activities and document areas that can
be improved through electronic facilitation. Activities within R&E to
be considered include: (1) Collaborative development of research and
evaluation projects; (2) Surveys and measurement; (3) Data collection:
processing, delivery, and assimilation; (4) Coordination of findings
and papers (5) Task groups. The contractor shall perform market
searches of effective applications of information technology as well as
identify those information technologies currently in use by DoDEA and
the R&E Branch to identify the most efficient uses of these tools that
will support the activities of R&E. Tools that may be evaluated either
through the market search or in DoDEA include: (1) Survey applications;
(2) Collaboration applications; (3) Groupware applications DoDEA e-mail
system; (4) DoDEA web servers; (5) DoDEA web browsers. The contractor
shall develop a demonstration of a WWW application based upon a single
requirement identified in the requirements analysis. The content will
be strictly limited and serve only to educate and demonstrate the
technical feasibility and possible benefits from use. Contractor
personnel supporting this effort will be required to participate in
planning and evaluation meetings, as required. The contractor shall
provide technical advice, analysis, plans and presentations to R&E on
an as-needed basis. DELIVERALBES: (1) STATUS REPORT. The contractor
shall submit a status report to the COR that includes the following
information: (a) Contract funds expended during the reporting period;
(b) Funds remaining under the contract; (c) Status of work accomplished
during the reporting period; (d) Problem areas; and (e) Activities
planned for the next reporting period. The contractor will deliver the
Status Report on the 30th calendar day after task order award. (2)
TASK ORDER MANAGEMENT PLAN. The contractor shall submit a task order
management plan to the COR that describes the following information:
(a) Technical approach; (b) organizational resources; (c) management
controls; and (d) task order schedule. The contractor will deliver a
draft Task Order Management Plan on the 7th calendar day after task
order award. A final version will be delivered on the 3rd calendar day
after receipt of comments from the government customer. (3) WWW
APPLICATIONS REQUIREMENTS. The contractor shall submit documented
analysis of the best methods and tools to employ internet-based
electronic facilitation of R&E activities. The contractor will deliver
a Draft WWW Application Requirements document on the 45th day after
task order award. The contractor will deliver a Final WWW Application
Requirements document on the 60th day after task order award. (4) WWW
DEMONSTRATION. The contractor will demonstrate a prototypical
application of a WWW-based tool to prove the feasibility and utility of
internet applications in support of R&E's business process. The
contractor will deliver a WWW demonstration on the 55th day after task
order award. PERIOD OF PERFORMANCE. The term of this order is two
