Regional Center of the United States Department of State located in
Fort Lauderdale, Florida is seeking offers from qualified hotels for
the provision of guest rooms, meeting rooms, and related services for
the Consular Fraud Prevention Program Conference. This is a Request for
Proposal, for which it and all incorporated provisions are those in
effect through Federal Acquisition Circular 90-32. This procurement is
unrestricted, allowing both large and small businesses to submit
proposals. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Department of
State meetings will be held during the week of November 16-20, 1998.
The successful offeror shall provide the services/supplies identified
as follows: Lodging -- A) one single room November 13-21, 1998; B) An
additional 24 single rooms November 15-21, 1998; Conference Rooms -- A)
A conference room (with morning and afternoon non-alcoholic beverages
and pastries for 25 included in the price) with U-shaped setup for 20
(chairs and table) and five extra chairs in the back (not included in
the "U") November 16-20, 1998; B) One lockable multipurpose room that
can be used as a workspace/control room for facilitators and as storage
for training materials, etc. C) An additional conference room with
U-shaped setup for 10 (chairs and table) and five extra chairs in the
back (not included in the "U") November 19-20, 1998. Audio-Visual
Equipment: A) One VHS video camera mounted on a tripod; B) Technical
support for A-V equipment provided; C) Prompt Response to on-site
request for additional equipment. The following FAR provisions apply
and are incorporated by reference: FAR 52.212-1, INSTRUCTIONS OF
OFFERS-COMMERCIAL ITEMS; FAR 52.212-3 OFFEROR REPRESENTATIONS AND
CERTIFICATIONS-COMMERCIAL ITEMS; FAR 52.212-5 CONTRACT TERMS AND
CONDITIONS REQUIRED TO IMPLEMENT STATUES OR EXECUTIVE ORDERS-COMMERCIAL
ITEMS with the following numbered subparagraphs checked: a (1) and (2),
paragraph c (1), and FAR 52.212-2, Evaluation-COMMERCIAL ITEMS with the
following evaluation criteria: 1) Offeror's ability to meet
requirements; 2) Offeror must be located within a 10 mile radius of
4000 N. Andrews Ave, Fort Lauderdale, Fl.; 3) Past performance, a list
of three (3) agencies/companies (include address, phone number and
contact person) for which similar services have been provided within
the past three (3) years; 4) Price. The evaluation criteria listed
above (items 1-3) are mandatory to being considered a responsive and
responsible offeror. Award will be made to lowest priced, responsible
offeror. Please acknowledge and price all requirements in the proposal
separately (i.e. Lodging -- A), B), etc.,) as well as providing a
total cost. No partial proposals will be considered. No substitutions
will be allowed. The proposal shall include a total cost in addition to
the itemized costs as well as a contact name, remittance address,
synopsis addressing evaluation criteria, and a completed copy of FAR
52.212-3. The proposal shall be submitted to the address shown above
