commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with add'l information included in this notice.
This announcement constitutes the only solicitation; proposals are
being requested and a written solicitation will not be issued.
Solicitation F33600-98-R0097 is issued as a request for quotation. The
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-05. This
acquisition is set aside 100% for small business, standard industrial
classification code 7338 and small business size standard 5 million.
Purchase Order Line Item 0001 -- Non-Personal Service, to provide
Secretarial Services in accordance with the following Statement of Work
-- for the period of 23 Jul 98 -- 22 Jul 99, Not-To-Exceed 2048/Hrs.
Line Item 0002 -- Same as Line Item 0001 -- for the period of 23 Jul 99
-- 30 Apr 2000, Not-To-Exceed 1608/Hrs; (Note: All proposals shall
include a Daily Rate for each line item, and a day time telephone to be
reached. Invoice monthly with Payment Terms of Net 30.) STATEMENT OF
WORK: 1. Work Specifications: The contractor shall provide secretarial
services to accomplish the following purpose and objective: A.
Receives visitors and answers telephone in Spanish and English -- B.
Receives and reviews incoming mail. Maintains suspense file to ensure
that correspondence/responses are prepared and submitted on time -- C.
Types a variety of correspondence from handwritten or rough draft
material into final copy. Composes and types correspondence from oral
instructions or material extracted from files in Spanish and English --
D. Maintains calendar, schedules appointments and conferences;
reschedules as necessary. E. Must have knowledge in making travel
arrangements to include lodging, travel, and itinerary -- F. Set up and
maintain office files. Files correspondence as directed or determined
by review of material. Obtains specified correspondence from files as
directed. Obtains reproduction copies of correspondence as requested --
2. Required Qualifications: A. Thorough knowledge of administrative
procedures and office functions in order to adequately handle visitors,
telephone calls, and correspondence. This function is performed in the
Spanish/English language -- B. Fluent knowledge in the operation of a
personal computer, WordPerfect Word Processor, and type at least 45
words per minute -- C. Fluent knowledge verbally and written of English
and Spanish grammars, spelling and punctuation to correct errors in
material being typed, dictated, reviewed in these two mentioned
languages -- D. Fluent knowledge of transportation and shipping in
order to coordinate with the Spanish freight forwarder -- E. Posses a
high degree of tact, diplomacy and the ability to cooperate and work
harmoniously with the foreign military and civilian personnel. AWARD
CRITERIA/EVALUATION FACTORS: Note: Quotes will be evaluated according
to Best Value. 1.Must have a thorough knowledge of telephone etiquette
procedures in order to answer the telephone tactfully in Spanish and
English -- 2. Must be able to receive and review incoming mail using
Spanish and English -- 3. Must have knowledge in making travel
arrangements -- 4. Must have a thorough knowledge in typing a variety
of correspondence. This may entail handwritten or rough draft copy into
a final document -- 5. Must be able to compose and type correspondence
from brief oral instructions -- 6. Fluent knowledge in computer skills
to include: Word Perfect Processor -- 7. Must be able to type at least
45 words per minute -- 8. Fluent knowledge of transportation and
shipping -- 9. Must be able to provide and past performance experience
similar to that stated in the Statement of Work -- 10. The Air Force
will conduct interviews (Face to Face) with all offerors that are
determined to be within the competitive range. After the closing of
this announcement, interviews will be conductedon or before 22 Jul 98
-- PERIOD OF PERFORMANCE: 23 Jul 98 -- 30 Apr 2000; DUTY HOURS:
0800-1700, includes one hour lunch; WORK WEEK: 5 days per week -- 8
hours per day -- Work will not be required on the 10 U.S. paid holidays
-- Work may be required on official Spanish holidays and in the Foreign
Liaison Officer's absence -- Any absences during regularly scheduled
workdays will not be paid -- Authorized 10 days paid vacation per each
line item -- Overtime Anticipated: To be determined -- EMPLOYEE'S
RESPONSIBILITY: Employee will be responsible for paying all their own
payroll insurance and taxes -- Contractor employees shall wear visible
contractor-provided identification at all times while on a military
installation. The identification shall clearly identify the individual
