combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). ONE each
with the following salient features: 12 BY 12, 800 DEG. F, 15,000 POUND
ELECTRICALLY HEATED HYDRAULIC VACUUM PRESS. A. CONSTRUCTION: 1.
CHAMBER: Shall be of a side plate design with manually operated hinged
doors on the front and back with one view port located on the front
door of the press to form a vacuum chamber. The view port shall be
located approximately in the center of the width of the door and 1/3
from the top of the door. 2. HYDRAULICS: The hydraulic system shall be
powered by a dual pump, silent operating hydraulic unit capable of
generating from 0 pounds to a maximum of 16000pound maximum force with
1% applied load error or better. Pressure shall be supplied through a
3 diameter cylinder with at least 10 of travel capable of generating
a 40 per minute closing speed and 1 per minute pressing speed. 3.
PLATEN DESIGN: This unit will be provided with two electrically heated,
water cooled platens of 3 1/2 thick for maximum heat uniformity with
dimensions of 12 long by 12 wide 10.1 . The top platen shall be
provided with a 3, 1 0.25 top bolster and 2, 1 0.25 moving bottom
bolster to minimize deflection. One opening of ten inches shall be
provided. Both platens shall be surfaced ground parallel to 1 .0005 per
foot at a surface finish of at least 32 RMS. Precision ground
insulation shall be provided between platens and bolsters and platen
sides to minimize heat loss. Each platen shall be provided with one
heat zone per platen rated for 15,400 watts per platen and capable of
extended use at 800 deg. F with an integral heater failure detection.
All platen and part temperature shall be monitored with type K
thermocouples. Cooling shall be provided through both air and water,
with an automatic air blowdown purge to remove all residual cooling
water from the platens and hoses. 4. DISPLACEMENT TRANSDUCER: As an
integral part of the system the contractor shall provide a linear
displacement transducer capable of monitoring par thickness from 0 -10
with a repeatability and accuracy of 10.00005 . The transducer shall
be mounted with all necessary insulation and/or radiation shielding to
provide transducer accuracy. The transducer shall be fully integrated
into the control/data acquisition system. 5. VACUUM SYSTEM: The vacuum
system shall be capable of maintaining a variable vacuum from 0 of
mercury to 29.9 of mercury at 800 deg. F. A vacuum pump shall be
supplied as an integral part of the system and shall have a minimum
pumping speed of 15 CFM. 6. OVERALL DIMENSIONS: The overall dimensions
of the system shall not exceed 90 inches in width, 45 in depth, and 85
in height. 7. POWER: The system shall operate on 460 VAC, 3 phase, 60
cycle power. A contractor supplied transformer shall be included to
provide adequate 110 VAC control power. 8. SAFETY: The system shall
include a single master on/off switch, require the use of two hands to
initiate cycle start, and one manual button to disengage platen
pressure. The press shall be provided with all necessary valves,
gauges, filters, hoses, and over protection devices in accordance with
LHB 1710.40 SAFETY OPERATIONS COVERING PRESSURIZED VESSELS AND LHB
1710.60 ELECTRICAL SAFETY. B. CONTROLS: System control shall be
designed to permit both programmed and manual operations and consist of
a industrially hardened color CRT operator interface at the press for
manual/automatic operations and a PC/AT computer station for process
development, monitoring, data analysis, cure cycle development, recipe
development/execution, and statistical processing analysis. This
system shall be capable of automatically controlling and displaying the
following operating functions according to the user inputted recipe:

CONDITION PRESS CONDITION PLATEN POSITION MODE HYDRAULIC SYSTEMS VACUUM
SYSTEMS HEATING SYSTEMS PRESSURE BUMP PARAMETERS MANUAL MODE PARAMETERS
RECIPE CATALOG DATA TREND C. ACCURACY: The system shall be capable of
controlling and monitoring the following parameters: LOAD: Variable
from 0 Pounds to 15,000 Pounds 11% full scale TEMPERATURE: Variable
from 80 Deg. F to 800 Deg. F 10.25% full scale VACUUM: Variable from 0
of mercury to 29.9 1 1% full scale D. RECIPE CONTROL: Each recipe
shall allow the programming of pressure, temperature, vacuum, and
pressure bumping parameters for a minimum of ten segments each per run
cure recipe. Each segment shall consist of a ramp and a hold in the
controlled variables of temperature and/or pressure. The system shall
be capable of manual control independent of the computer system. The
independent controller shall be capable of storing and executing a
minimum of 20 recipe cycles. E. SPARE PARTS: A spare parts kit shall be
provided by the contractor along with a recommended list of parts and
suppliers: F. DOCUMENTATION: The contractor shall provide at least one
full set of all operation and maintenance manuals, schematic and
wiring diagrams, and parts lists. G. SYSTEM INSTALLATION/TRAINING: Upon
notice that the system has been installed and connected to government
furnished utilities, the contractor shall perform a complete start up
and verification test of the system. Upon completion of these tests,
the contractor shall provide all training and maintenance procedures
required for this system not to exceed three days unless there is a
defect in the system. The provisions and clauses in the RFQ are those
in effect through FAC 97-04. This procurement is a total small business
set-aside. See Note 1. The SIC code and the small business size
standard for this procurement are 3829 and 500 employees, respectively.
The quoter shall state in their quotation their size status for this
procurement. All qualified responsible business sources may submit a
quotation which shall be considered by the agency. Delivery shall be
FOB Destination. The DPAS rating for this procurement is DO-C9.
Quotations for the items(s) described above may be mailed or faxed to
the identified point of contact [or bid distribution office, by the
date/time specified and include, solicitation number, FOB destination
to this Center, proposed delivery schedule, discount/payment terms,
warranty duration (if applicable), taxpayer identification number
(TIN), identification of any special commercial terms, and be signed by
an authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items
form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. Please note that payments are to be made by electronic funds
transfer, accordingly, you must provide the mandatory information for

certifications. Failure to provide this information may delay or
prevent the receipt of payments through the Automated Clearinghouse
Payment System. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3

52.225-18. Questions regarding this acquisition must be submitted in
writing no later than 07/17/98. Selection and award will be made (on an
aggregate basis) to the lowest priced, technically acceptable quoter.
Technical acceptability will be determined by information submitted by
the quoter providing a description in sufficient detail to show that
the product quoted meets the Government's requirement. Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
where to obtain copies of the form via the Internet. An ombudsman has
been appointed -- See Internet Note "B". It is the quoter's
responsibility to monitor this site for the release of amendments (if
any). Potential quoters will be responsible for downloading their own
